Analýza rozhodnutí modernizace dálnice D1 z pohledu LCC

Abstract

Diplomová práce se zabývá posouzením správnosti rozhodnutí investora o zvoleném způsobu rekonstrukce nejvytíženější dopravní komunikace v České republice, dálnice D1. Analýza je zaměřena na rozhodnutí z pohledu základních aspektů ovlivňujících budoucí vývoj dopravní infrastruktury, nákladů životního cyklu variant opravy v přístupu ke druhu povrchu a skladbě vozovky a z pohledu rozhodování podle Metodického pokynu Ministerstva dopravy o zásadách použití asfaltobetonových a cementobetonových technologií na dálnicích ČR. Řešení modernizace popisuje varianty opravy, jejich zhodnocení z hlediska metod rozhodování Ministerstva dopravy ČR a stanovených cílů s ohledem na možná rizika projektu. Konečné vyhodnocení vychází ze známých kritérií, současných podmínek územního plánování a problematiky s výkupy pozemků.

The thesis deals with an assessment if the investor has made a right decision regarding the chosen way of the reconstruction of the busiest traffic road in the Czech Republic, highway D1. An analysis is focused on the decision from the perspective of the basic aspects which influence future development of the transport infrastructure, life cysle costs, variants of reconstruction considering the accesses to the surface type and to the roadway structure and from the perspective of the decision-making in accordance to Department of transportation Guideline about principles of use of asfalt-concrete and cement-concrete technologies on the highways in the Czech Republic. The modernisation solution describes the variants of recontruction, their evaluation from the perspective of the decision-making methodes of the Department of transportation and stated targets with respect to the possible risks of the project. Final evaluation is based on well-known criteria, current conditions of the regional planning and issue of the land purchases.
