Porovnání metodik hodnocení spolehlivosti dodávky EE v ČR a v Evropě

Abstract

Obsahem této diplomové práce je analýza a porovnání metodik hodnocení spolehlivosti distribuce elektřiny České republiky a vybraných států Evropy. Hlavním cílem práce je vytvoření modelu pro výpočet bonusu či penále z motivační regulace za dosaženou úroveň spolehlivosti. V práci jsou nejprve rozebrány jednotlivé metodiky a jejich předpoklady, od výpočtu ukazatelů spolehlivosti se započítáním příslušných typů přerušení, přes případné určení referenčních hodnot, po samotný výpočet bonusu. Tyto teoretické poznatky jsou následně využity k výpočtu bonusu či penále pro data o poruchách a přerušení distribuce elektřiny poskytnutých od PREdistribuce, a.s. Jelikož porovnávaných států dochází k různým odlišnostem metodik, které nelze z dat zaznamenávaných v České republice přímo zachytit, jsou provedeny aproximace výpočtů pro nejpravdivější výsledky.

The content of this diploma thesis is the analysis and comparison of methodology for evaluation of the electricity supply reliability in the Czech Republic and selected European countries. The main goal of this thesis is creating a model for calculating the bonus or penalty from the incentive regulation for achieved level of reliability. At first, thesis analyzes individual methodologies and their prerequisites, from the calculation of reliability indicators including relevant types of interruptions, through the possible determination of reference values, to the calculation of the bonus itself. There are used these theoretical knowledge to calculate a bonus or penalty for data on defects and interruptions of electricity distribution provided by PREdistribuce, a.s. Because there are various differences in methodologies for compared countries, which cannot be directly captured by the data recorded in the Czech Republic, approximations of calculations are made for the truest results.
