Úkoly a činnosti Hasičského záchranného sboru Letiště Praha, a. s. při přípravě a řešení mimořádných událostí a krizových situací

Abstract

Předmětem bakalářské práce jsou úkoly a činnosti Hasičského záchranného sboru Letiště Praha, a.s., který zajišťuje záchrannou a požární službu na největším letišti v České republice. Práce je rozdělena do dvou částí, teoretické a praktické. Teoretická část práce je zaměřena na seznámení s danou problematikou. Jsou zde popsány pojmy spojené s tímto tématem, legislativní nástroje, které udávají základní požadavky na zřizování záchranné a požární služby na letišti, její povinnosti a stanovují podmínky jejich působení. V této části je dále popsána historie a vývoj jednotky včetně historie Letiště Václava Havla v Praze, na kterém jednotka působí. Je zde popsán letištní pohotovostní plán a další aspekty, které z něj vyplývají. Mezi ty patří mimořádné události v leteckém provozu, stupně pohotovosti v leteckém provozu a úkoly a činnosti HZS LP. V závěru teoretické části je popsána spolupráce s ostatními složkami IZS, personální zabezpečení jednotky a výcvik jejích členů. V úvodu praktické části práce je popsána technika a vybavení, kterým jednotka disponuje. Jsou zde detailně popsány hlavní a pomocné zásahové automobily a vozidla, vybavení určené pro záchranné a vyprošťovací práce včetně dalšího příslušenství. Mezi které patří kontejnery a přívěsy a jsou zde zmíněny i používané hasební látky. V praktické části je dále provedena analýza zásahů v letech 2016 - 2019, ze které je formou grafů udělán celkový pohled na činnost jednotky. V závěru části je SWOT analýza určující přednosti a nedostatky analyzované jednotky, kde mezi hlavní přednost jednotky patří finanční zázemí a z toho plynoucí moderní technika a vybavení. Naopak mezi nedostatky patří vysoké nároky na personál dané především charakterem náročného povolání.

The subject of my bachelor thesis are objectives and activities of the Rescue an Fire Brigade of the Prague Airport, which provides rescue and fire service at the largest airport in the Czech Republic. The bachelor thesis is divided into two parts, theoretical and practical part. The theoretical part of this bachelor thesis is focused on getting acquainted with the issue. It describes the concepts associated with this topic, legislative instruments that specify the basic requirements for the establishment of rescue and firefighting services at the airport, its duties and sets the conditions for their operation. This section further describes the history and development of the unit, including the history of Václav Havel Airport Prague where the unit operates. There is a desribtion of airport emergency plan and other aspects that follow from it. Which include the air traffic emergencis, readiness levels in air traffic and the objectives and activities of HZS LP. At the end of the theoretical part there is a description of cooperation with other Integrated Rescue System unit, staffing of the unit and training of its members. In the introduction of the practical part of the bachelor thesis there is a description of technique and equipment available to the unit. There is description details of vehicles, equipment designed for rescue work including other accessories. Which include containers and trailers and there are also mentioned the extinguishing agents. In the practical part there is also an analysis of interventions in the years 2016 - 2019, from which an overall view of the unit's activities is made in the form of graphs. At the end of the part is a SWOT analysis which determines advantages and disadvantages of the analyzed unit, where the main advantage of the unit is the financial background and the resulting modern technology and equipment. On the other side the main disadvantage of the unit is high entitlement to employees due primarily to the nature of the demanding profession.
