Komunikace v krizovém řízení

Abstract

Práce se zabývá krizovou komunikací jako základním prostředkem krizového řízení pro přenos informací v rámci probíhající nebo hrozící krizové situace. Jsou zde prezentovány situace vyžadující zvýšenou potřebu přenosu informací a způsob, jakým je přenos informací prováděn. Dále jsou v práci popsány základní složky Integrovaného záchranného systému určené k řešení krizových situací a způsob a prostředky komunikace, které při této činnosti používají. Pozornost je v práci věnována linkám tísňového volání jako komunikačního prostředku přenosu tísňových informací od obyvatel k jednotlivým složkám Integrovaného záchranného systému. Práce se dále zabývá činností operačních středisek záchranných a bezpečnostních sborů jakožto komunikačních uzlů shromažďujících všechna data a informace o hrozící nebo probíhající krizi a to zejména oblastem, kde by mezi nimi mohlo dojít k optimalizaci v komunikaci a přenosu tísňových informací.

This diploma thesis deals with crisis communication as a fundamental means of crisis management for transmitting information in the framework of a current or impending crisis situation. Situations necessitating increased need for information transmission and methods how the infotransmitting is led are presented there. Further in the thesis the primary bodies of the Joint Rescue Service, whose purpose is to solve crisis situations, and also the ways and means of communication which they apply, are described. Attention in this thesis is paid to emergency calls as to a communicational means of transmitting distress information from the population to the respective bodies of the Joint Rescue Service. Diploma thesis deals further with the business of Operations Centers of the rescue and security bodies as to communicational hubs gathering all data and information about an impending or current crisis and fosuses in particular on questions, where an improvement in mutual communication and in the field of the transmitting emergency information could be achieved.
