Plán provedení modelového taktického cvičného požárního poplachu v podmínkách věznice Vězeňské služby České republiky v součinnosti s Hasičským záchranným sborem příslušného kraje.

Abstract

Cílem této bakalářské práce je zmapovat problematiku požární ochrany ve Vězeňské službě České republiky. Konkrétně se jedná o připravenost příslušníků Vězeňské služby České republiky a Hasičského záchranného sboru na řešení mimořádné události. Touto mimořádnou událostí je požár ve věznici a obsahem této práce je plán provedení taktického cvičného požárního poplachu v podmínkách věznice a jeho srovnání s reálným průběhem. V práci je porovnána naplánovaná cvičná situace, která je následně konfrontována s konkrétním průběhem celého taktického cvičení v daném prostředí a reálném čase. První část stručně popisuje přehled současného stavu, který je nastaven ve věznicích. Definuje cíle práce a právní zakotvení celé problematiky požární ochrany v podmínkách Vězeňské služby České republiky. Dále se zabývá zjednodušeným popisem hlavních zásad velení při požárním poplachu, popisuje nezastupitelnou úlohu prevence požární ochrany a shrnuje stručný výčet procvičované metodiky činností zasahujících jednotek. Druhá část se zabývá vlastním taktickým cvičným požárním poplachem v podmínkách věznice. V této části je popsán námět vlastního cvičení a také jeho rozsah a je zde uveden výčet použitých sil a prostředků, které se cvičného požárního poplachu zúčastnily. Hlavní částí je plánovaná časová osa celého cvičného požárního poplachu a uvedení jednotlivých etap cvičení. Dále je zde schematicky znázorněn plán spojení, jsou zde uvedena základní bezpečnostní pravidla a přehled použité výstroje a výzbroje. Poslední díl obsahuje grafickou a obrazovou část cvičného poplachu a schematický plánek věznice a stručný popis technických dat použité automobilové techniky. V práci je porovnávána plánovaná časová osa s tou skutečnou, reálnou, což bylo smyslem celého cvičení ? zjistit, jak odpovídá plánovaná časová osa reálné skutečnosti a jak ovlivňují složité podmínky vězeňského prostředí celý hasební zásah. Tato část obsahuje zhodnocení celého cvičení z pohledu jednotlivých složek a shrnuje jednotlivá specifika daného prostředí.

The goal of this dissertation is to map out the area of fire protection as it applies to the Prison Service of the Czech Republic. This specifically involves the preparedness of the members of the Prison Service of the Czech Republic and the Fire Brigade to resolve the occurrence of an exceptional situation. The exceptional situation in question is a prison fire and the contents of this dissertation include a plan for the realisation of a tactical fire drill under prison conditions and the comparison thereof with the real course of events. The work compares the planned drill situation with the specific course of an entire tactical drill within a given environment and in real time. The first section of the dissertation contains the theoretical basis. It sets out a brief summary of the current situation as it applies in the prisons operated by the Prison Service of the Czech Republic. It also defines the dissertation?s goals and sets out the legal background pertaining to the area of fire protection. This section further concerns itself with a simplified description of the main command principles applied during a fire alarm, describes the irreplaceable role of prevention in the field of fire protection and includes a brief list of the trained methods used by Fire Brigade units. The second section of the dissertation concerns itself with a tactical fire drill within a prison operated by the Prison Service of the Czech Republic. This section sets out a proposal for the drill and the scope thereof and it includes a list of the manpower and equipment which participated in the fire drill. The main focus of this section is the planned timeline for the entire fire drill and the introduction of the individual stages of the drill. This section also includes a schematically depicted plan of the connections, the basic safety rules are set out and a summary of the used equipment and gear is provided. The last part of this section contains the graph and the illustrative section of the fire drill. This includes a schematic plan of the prison and a brief description of the technical data for the used vehicular equipment. The last section of this dissertation compares the planned timeline with the actual, real timeline which was compiled throughout the entire fire drill and was the purpose of the entire drill, i.e. to ascertain how the planned timeline corresponds to the actual facts and how the complicated conditions of the prison environment influence the overall firefighting response. It includes an evaluation of the drill from the point of view of the Fire Brigade and the Prison Service of the Czech Republic. It also summarises the individual specific characteristics of the given Prison Service environment, while the closing chapters summarise the overall issues in order to reach a comprehensive conclusion.
