Analýza připravenosti prvosledových hlídek Policie České republiky na mimořádnou událost spojenou s působením aktivního střelce

Abstract

Diplomová práce se zaměřuje na připravenost prvosledových hlídek Policie České republiky na mimořádnou událost spojenou s působením aktivního střelce. V teoretické části je popsána problematika aktivního střelce, masových vrahů, terorismu a problematika měkkých cílů. V další části je popsána Policie České republiky, její členění a fungování v rámci Integrovaného záchranného systému, jsou specifikovány jednotlivé složky, kterých se dané téma nejvíce týká. Dále jsou podrobněji specifikovány a popsány prvosledové hlídky, jejich vznik, fungování, výcvik, vybavenost a připravenost k provedení služebního zákroku proti aktivnímu střelci. V závěru této části jsou charakterizovány úkoly a postupy dle příslušného katalogu typových činností Integrovaného záchranného systému. V praktické části je provedena analýza tří případů útoku aktivního střelce, ke kterým došlo v České republice. Dále je užito kvalitativního výzkumu formou řízených rozhovorů s příslušníky prvosledových hlídek Policie České republiky se zaměřením na vybavenost, výcvik a organizaci výkonu služby. Pomocí metody SWOT je následně analyzována současná materiální, personální a organizační připravenost prvosledových hlídek Policie České republiky na mimořádnou událost spojenou s působením aktivního střelce. Výsledkem práce je jednak získání odpovědí na zadané hypotézy a také navržení konkrétních opatření k optimalizaci a zlepšení připravenosti prvosledových hlídek na tuto mimořádnou událost.

The thesis deals with the preparedness of first responder units of the Police of the Czech Republic for extraordinary events associated with an active shooter activity. In the theoretical part, the issue of active shooters, mass murderers, terrorism and soft targets is described. The next part focuses on the Police of the Czech Republic, its structure and its functioning within the framework of the Integrated Rescue System, and specifies individual components, which are the most concerned by this topic. Furthermore, the first responder units are specified and described in more detail, including their creation, operation, training, level of equipment and the preparedness to intervene against an active shooter. The last section characterizes the tasks and procedures by the applicable catalog of type activities of the Integrated Rescue System. The practical part provides an analysis of three active shooter attacks, which occurred in the Czech Republic. Furthermore, quality research is used in the form of structured interviews with the first responder units’ members of the Police of the Czech Republic with a focus on the level of equipment, training and organization of their service. By using the SWOT method, the actual material, personnel and the organizational preparedness of the first responder units of the Police of the Czech Republic for extraordinary event associated with an active shooter activity is analyzed. The goal of the thesis is getting answers for defined hypothesis and also designing specific measures for optimizing and improving the preparedness of the first responder units for this extraordinary event.
