Posouzení nového nástroje provozní podpory formou soutěžních nabídkových řízení v ČR

Abstract

Diplomová práce se zabývá posouzením soutěžních nabídkových řízení pro podporu obnovitelných zdrojů v prostředí České republiky. Práce popisuje legislativu spojenou se soutěžními nabídkovými řízeními neboli aukcemi, na evropské i české úrovni. Zabývá se popisem principů těchto podpor a definuje používané varianty. Další část práce se zabývá analýzou zahraničních a českých zkušeností se soutěžními nabídkovými řízeními. V prostředí České republiky jsou identifikovány hlavní nedostatky a problémy které zabraňují efektivnímu fungování aukcí. Na základě těchto zjištění jsou navržena doporučení pro přípravu a nastavení parametrů dalších aukcí. Práce přichází v době vysokých cen elektřiny a v době, kdy se nedá dobře predikovat jejich následný vývoj. Finální doporučení popisované v závěru práce, může zvýšit atraktivitu aukcí a zároveň snížit náklady na podporu ze strany státu.

The diploma thesis deals with the assessment of competitive tendering for support of renewable energy sources in the Czech Republic. The thesis describes the legislation related to competitive bidding or auctions, both at European and Czech level. It describes the principles of these supports and defines the options used. The next part of the thesis deals with the analysis of foreign and Czech experiences with competitive tendering. In the Czech context, the main weaknesses and problems that prevent the effective functioning of auctions are identified. Based on these findings, recommendations for the preparation and setting of parameters for further auctions are proposed. The work comes at a time of high electricity prices and at a time when it is not easy to predict their future trend. The final recommendation, described in the end of the thesis, can increase the attractiveness of auctions and at the same time reduce the cost of state support.
