Ekonomické aspekty prefabrikace v dálničním stavitelství

Abstract

V disertační práci je řešena problematika současné výstavby a rekonstrukce tuzemské dálniční sítě, v jejím rámci pak způsob rozhodování o investicích a jejich efektivnost, volba vhodného dodavatelského systému a možnosti a ekonomické aspekty prefabrikační technologie. V práci je objasněna uživatelská a ekonomická výhodnost jejího zapojení do dálniční výstavby a rekonstrukce. Jsou analyzovány možnosti a efekty zapojení této technologie na dvou standardních typech dálničních projektů – výstavbě mostního objektu a vozovkového krytu. Je prokázána výhodnost maximalizace podílu prefabrikovaných konstrukčních prvků a míry jejich standardizace a typizace u mostních objektů a využití prefabrikovaných panelových systémů v rámci rekonstrukcí vozovkových krytů v úsecích s nejvyšší dopravní intenzitou. Jsou navržena konkrétní řešení ohledně efektivnosti investic, způsobu hodnocení kritérií nehmotné povahy / uživatelských nákladů či jejich implementace do rozhodování o investicích a hodnocení veřejných soutěží. Ekonomičnost výstavby dálniční sítě je hodnocena z hlediska vhodnosti použitého dodavatelského systému. Je prokázána rizikovost a nevýhodnost v současnosti využívaného partnerství veřejného a soukromého sektoru a jsou doporučeny dva alternativní mimorozpočtové zdroje financování dálničního projektu.

The dissertation deals with the problematics of current construction and reconstruction of the domestic highway network, within which it mainly deals with the investment decision process and its effectiveness, the choice of a suitable project delivery method and the possibilities and economic aspects of prefabrication technology. The thesis explains the user and economic advantage of its involvement in highway construction and reconstruction, analyzes the possibilities and effects of the involvement of this technology on two standard types of highway projects – the construction of a bridge structure and a road pavement. The advantage of maximizing the proportion of prefabricated structural elements and the degree of their standardization and typification in bridge structures and the use of prefabricated panel systems within the reconstruction of road pavements in sections with the highest traffic intensity is proven. Specific solutions are proposed regarding the effectiveness of investments, the method of evaluation of criteria of an intangible nature / road user costs, or their implementation in decision-making about investments and the evaluation of public tenders. Economy of highway construction is evaluated from the appropriateness of the used project delivery system’s point of view. The riskiness and disadvantages of the currently used public – private partnership are proven and two alternative off-budget sources of highway project financing are recommended.
