Síly a prostředky IZS a jejich nasazení při záchraně pohřešovaných osob pátráním v terénu

Abstract

Diplomová práce pojednává o silách a prostředcích jednotlivých složek integrovaného záchranného systému a jejich nasazení při záchraně pohřešovaných osob pátráním v terénu. Hlavním cílem práce je zmapovat efektivitu využití kynologické brigády Horské služby České republiky při pátracích akcích v terénu, se zaměřením na současnou úroveň spolupráce mezi Policií České republiky a výše zmíněnou kynologickou brigádou. Teoretická část se skládá z literární rešerše zaměřené na složky integrovaného záchranného systému, které se využívají při záchraně pohřešovaných osob pátráním v terénu. Detailně analyzuje Soubor typové činnosti 07/IZS a další dokumenty týkajících se dané problematiky. Mimo jiné se zabývá specifiky jednotlivých terénů, kde se pátrací akce mohou uskutečňovat a jednotlivými metodami pátrání, které se běžně v praxi využívají. Pozornost je zde kladena také na moderní technologie a inovace, které se v současné době pro účely pátrání v terénu používají. Praktická část je koncipována do více částí. První část tvoří případová studie, zabývající se popisem přípravy a výcviku konkrétního služebního psa Horské služby České republiky při přípravě na atesty Ministerstva vnitra. V rámci druhé části byla vytvořena SWOT analýza použití kynologické brigády při pátracích akcích. Poslední část je zaměřena na retrospektivní analýzu interní dokumentace Horské služby České republiky. Vytěžené údaje byly zanalyzovány a následně z nich byly vyvozeny závěry.

This diploma thesis deals with the forces and resources of individual bodies of the Integrated Rescue System and their deployment in rescuing missing persons by field search. The main aim of this work is to map the effectiveness of the use of the cynological brigade of the Mountain Rescue Services of the Czech Republic during field search, focusing on the current level of cooperation between the Police and the aforementioned cynological brigade. The theoretical part consists of literary research focused on the Integrated Rescue System and its bodies which are used in the rescue of missing persons in field search operations. It analyzes Type Activity file number 7/IRS and other documents related to the topic. Furthermore, it deals with the specifics of terrain, where the field search operations can be performed and individual search methods that are commonly used in practice. Attention is also paid to modern technologies and other innovations which are currently used for the field search operations. The practical part is divided into several parts. The first part consists of a case study based on the description of preparation and training of a service dog belonging to the Mountain Rescue Service of the Czech Republic during practicing for the attestation of the Ministry of Interior. In the second part, a SWOT analysis of the use of cynological brigade in the field search operations was performed. The last part is focused on a retrospective analysis of the internal documentation of the Mountain Rescue Service of the Czech Republic. The obtained data were analyzed and based on the analysis conclusions were made.
