Analýza činnosti Zdravotnického operačního střediska hlavního města Prahy v době pandemie

Abstract

Bakalářská práce mapuje činnost Zdravotnického operačního střediska hlavního města Prahy v době pandemie onemocnění covid-19, která se v České republice poprvé objevila na jaře roku 2020. Práce obsahuje krátký historický diskurs samotné zdravotnické záchranné služby našeho hlavního města. Stručně také popisuje dřívější hrozby v podobě nebezpečných nákaz, které se v České republice objevily. Pandemie onemocnění covid-19 přinesla do fungování operačního střediska řadu změn. Ty jsou v práci detailně popsány v časové řadě tak, jak byla vedením Zdravotnické záchranné služby hlavního města Prahy přijímána. Popisována jsou jak opatření k samotné hlavní činnosti zdravotnického operačního střediska, tak úkony, které měly za cíl ochránit jeho zaměstnance a eliminovat tak personální problémy, které byly způsobeny nejen onemocněním, ale také nařízenými izolacemi či karanténami. Správné nastavení opatření bylo pro zvládnutí pandemie klíčové. Prostřednictvím polostrukturovaných rozhovorů se zaměstnanci zdravotnického operačního střediska bylo zjišťováno, jak vnímají průběžně přijímaná opatření. V závěru jsou v návaznosti na výsledky práce navrženy změny, které by mohly zefektivnit práci pražského zdravotnického střediska i v dalším období, částečně v běžném provozu a částečně také jako preventivní krok v případě nástupu další vlny pandemie covid-19, či jiného obdobně závažného onemocnění.

The bachelor’s thesis maps the activities of the Medical Operations Centre of the capital city of Prague during the covid-19 pandemic, which first appeared in the Czech Republic in the spring of 2020. The thesis contains a short historical discourse of the medical rescue service of our capital city. It also briefly describes earlier threats in the form of dangerous diseases that have occurred in the Czech Republic. The covid-19 pandemic has brought a number of changes to the functioning of the operations centre. These have been described in detail with regard to the time sequence of their implementation by the management of the Emergency Medical Service of the capital city of Prague. The thesis describes both measures for the main activity of the medical operating centre and actions aiming to protect its employees and thus eliminating personnel problems that were caused not only by the disease, but also by ordered isolations or quarantines. The correct setting of measures was crucial for managing the pandemic. Through semi-structured interviews with the staff of the Medical Operating Centre, their perception of continuously accepted measures was inquired. Based on the results of this thesis, in the conclusion the author proposes changes that could make the work of the Prague Medical Centre more efficient in the following period, partly in normal operation and partly as a preventive step in case of another wave of covid-19 pandemic or other similarly serious disease.
