Bezpečnost přepravy poštovních zásilek

Abstract

Disertační práce se věnuje problematice bezpečnosti přepravy poštovních zásilek. V teoretické části disertační práce je krátce popsána historie přepravy poštovních zásilek. Dále je popsáno, jakým způsobem jsou zásilky přepravovány a doručovány v současnosti a jaká omezení jsou uplatňována v rámci přepravy specifického zboží. V této části práce jsou definována také rizika vznikající při manipulaci s poštovními zásilkami a pozornost je rovněž věnována zásadám manipulace s nebezpečnými zásilkami ze strany zaměstnanců České pošty, s.p. a zásadám následné likvidace nebezpečných zásilek. Obsahem analytické části disertační práce je analýza případů podezřelých zásilek v rámci České pošty, s.p. za období 2014-2020, přičemž v rámci této analýzy bylo zaznamenáno, jakým způsobem postupovaly jednotlivé subjekty, které se zásilkou manipulovaly, a zda bylo potvrzeno, že se jedná o skutečně nebezpečnou zásilku, která má potenciál ohrozit životy a zdraví osob. Analytická část dále obsahuje významnou složku komparace řešení problematiky podezřelých zásilek na národní úrovni a řešení této problematiky na nadnárodní úrovni v rámci vybraných států Světové poštovní unie.

The dissertation thesis deals with the issue of security of transport. The theoretical part of the dissertation describes shortly the history of postal shipments transport. It also describes how the shipments are transported and delivered currently and what restrictions are applied in the transport of specific goods. In this part of the dissertation the risks arising from the handling with postal shipments are also defined and attention is also paid to the principles of handling dangerous shipments by employees of the Czech Post and the principles of subsequent disposal of dangerous shipments. The content of the analytical part of the dissertation is an analysis of cases of suspicious shipments within the Czech Post for the period 2014-2020, while this analysis recorded what were the procedures of the individual entities that was handling the shipment and whether it was confirmed that it was a truly dangerous shipment that has 5the potential to endanger the lives and health of persons. The analytical part also contains a significant part of comparison of the solution of the issue of suspicious shipments at the national level and the solution of this issue at the supranational level within selected countries of the Universal Postal Union.
