Mimořádné události s hromadným postižením osob z pohledu Zdravotnické záchranné služby Ústeckého kraje

Abstract

Diplomová práce se zabývá přípravou na mimořádné události s hromadným postižením osob z pohledu Zdravotnické záchranné služby Ústeckého kraje. V teoretické části práce je v úvodu popsána legislativa a dokumentace, ze které záchranná služba při řešení mimořádných událostí vychází. Dále je zde přiblížena příprava na mimořádné události před pandemií a v době pandemie. Nejrozsáhlejší kapitolou z teoretické části je popis konkrétních postupů a doporučení při řešení mimořádné události ze strany krajského operačního střediska a výjezdových skupin na místě události. V praktické části je uvedena metodologie sběru dat pro hodnocení výsledků práce. V samotné práci bylo pro sběr dat použito dotazníkové šetření. Data byla následně analyticky zpracována. Výsledky analytického zpracování dat sloužily k přijetí či vyvrácení hypotéz. Cíle a hypotézy byly formulovány se záměrem zmapovat preference a zájem respondentů o vzdělávání v oblasti problematiky mimořádných událostí s hromadným postižením osob. V rámci nácviku řešení mimořádných událostí s hromadným postižením osob se na základě zjištěných poznatků z dotazníku a následných analytických šetření jeví jako nejadekvátnější způsob přípravy praktické cvičení simulace nějaké konkrétní události s použitím kulis a figurantů, na kterém se budou účastnit všechny základní složky integrovaného záchranného systému (IZS), a pokud to situace vyžaduje, i ostatní složky IZS.

The diploma thesis deals with the topic of preparedness for emergencies with mass injury of people from the perspective of the Emergency Medical Service of the Ústí Region. The theoretical part begins with the description of legislation and documentation that are the primary sources that give the information to the Emergency Medical Service about steps necessary to take in case of emergencies. In addition, the theoretical part contains detailed information about preparedness for emergencies before and during a pandemic. The most extended chapter from the theoretical part is the description of concrete procedures and recommendations for dealing with an emergency by regional operation center and emergency squads in the place of emergency. The practical part contains the methodology of data collection for the evaluation of the diploma thesis's results. For the purpose of data collection in the diploma thesis was used questionnaire inquiry. The data were subsequently analytically processed. Based on the data analysis the hypotheses were either confirmed or rejected. The aims and hypotheses of the thesis were formulated to map the preferences and interests of the respondents in further education in the field of emergencies with mass injury of people. Based on the results gained from the analysis of data acquired from questionnaire inquiry, practical training with a simulation of concrete emergency with the use of set-piece and the extras in which all basic units of the Integrated Rescue System (IRS) would participate appears to be the most adequate way of preparation for an emergency. If the situation required, the other units of the IRS would participate in such training as well
