Mimořádné události spojené s nezákonnou výrobou omamných a psychotropních látek a jedů

Abstract

Diplomová práce je zaměřena na problematiku mimořádných událostí souvisejících s nelegální výrobou drog. V podmínkách České republiky se jedná zejména o výrobu metamfetaminu (pervitinu) takzvanou českou cestou a pěstování netechnického konopí indoor způsobem pro zvýšení prosperity rostlin. Práce hodnotí tyto dva druhy výroby drog a jejich možná rizika pro vznik mimořádné události. Dále se zaměřuje na nebezpečné látky, které při tomto druhu nelegální výroby vznikají, a jejich dopady na zasahující složky integrovaného záchranného systému, nezúčastněné osoby a životní prostředí. Teoretická část zahrnuje základní pojmový aparát; je zde popsaná historie drog, včetně jejich překotného vývoje po druhé světové válce a následně pak i stav této problematiky v České republice až do současné doby; a problematiku vzniku mimořádných událostí spojených s nelegální výrobou drog, včetně základního popisu nebezpečných chemických látek používaných k jejich výrobě a vznikajících při požáru. Pro zpracování praktické části diplomové práce byly zvoleny hypotézy a metody kvantitativní analýzy empirických dat (statistického vyhodnocení) zajištěných laboratoří na výrobu metamfetaminu a pěstíren netechnického konopí na území České republiky v letech 2015 až 2019. V rámci zkoumané problematiky bylo zadáno expertní šetření mezi erudovanými odborníky, které je zpracováno kvalitativní metodou obsahové analýzy textu. Závěrem bylo vyhodnoceno šest případových studií mimořádných událostí spojených s nelegální výrobou drog vyšetřovaných v rámci územní působnosti. Výstupem práce jsou konkrétní doporučení posilující ochranu a bezpečnost obyvatelstva a zasahujících složek při vzniku uvedeného typu mimořádných událostí.

The diploma thesis is focused on the issue of emergency situations with illegal drug production. In the conditions of the Czech Republic, it is mainly the production of methamphetamine (meth) in the so-called Czech way and the cultivation of non-technical cannabis in an indoor way to increase the plant prosperity. The thesis evaluates these two types of drug production and their possible risks for causing the emergency situation. We also focus on hazardous substances that emerge during this type of illegal production and their impact on the intervening the services of the integrated rescue system, non-participants and the environment. The theoretical part includes the basic conceptual apparatus, it describes the history of drugs, including their rapid development after World War II and then the state of this issue in the Czech Republic to the present and the matter of the emergency situations associated with illegal drug production, including a basic description of dangerous chemicals used for their production and fire. Hypotheses and methods of quantitative analysis of empirical data (statistical evaluation) provided by laboratories for the production of methamphetamine and non-technical cannabis growers in the Czech Republic in the years 2015 to 2019 were chosen for the practical part of the diploma thesis. Within the researched issues, an expert survey among erudite experts was commissioned, which is processed by a qualitative method of content analysis of the text. In conclusion, six case studies of emergency situations related to illicit drug production investigated within the territorial scope were evaluated. The output of the work are specific recommendations strengthening the protection and safety of the population and the intervention of the services in the event of this type of emergency.
