Analýza rizik Fakultní nemocnice v Hradci Králové

Abstract

Předložená diplomová práce se věnuje tématu analýzy rizik zdravotnického zařízení, konkrétně Fakultní nemocnice v Hradci Králové, a jeho připravenosti z hlediska identifikovaných mimořádných událostí či krizových situací. Práce je dělena na dvě části - teoretickou a praktickou. V teoretické části se zabýváme základní legislativní úpravou oblasti zdravotních služeb a oblasti krizového řízení a integrovaného záchranného systému. Dále představujeme základní podobu zdravotního systému v České republice a druhy a formy zdravotní péče v České republice. Rovněž rozebíráme princip fakultních nemocnic v České republice a přibližujeme historii a současnost Fakultní nemocnice v Hradci Králové. V praktické části je i za pomoci výpočtů zpracována analýza rizik pomocí metody SWOT (Strengths, Weaknesses, Opportunities, Threats) k celkové bezpečnosti nemocnice a následně identifikujeme konkrétní hrozby a od nich se odvíjející rizika, jejich potenciální zdroje a dopady. Práce obsahuje detailně rozebrané jednotlivé oblasti související s daným hrozbami. V rámci komparace se současným stavem nemocnice na základě poskytnutých interních dokumentů a absolvovaných polostrukturovaných rozhovorů s kvalifikovanými zaměstnanci nemocnice, kteří mají jednotlivé oblasti na starosti, jsou tyto oblasti uceleně popsány a obsahují rovněž dílčí SWOT analýzu k identifikovaným hrozbám. Následně je provedeno slovní vyhodnocení stanovených hypotéz a připravenost nemocnice a jsou doporučena konkrétní opatření, která by mohla být využita ke zlepšení připravenosti nemocnice z hlediska této problematiky.

Submitted diploma thesis deals with the topic of risk analysis of a medical facility, specifically the University Hospital in Hradec Králové, and its preparedness in terms of identified emergency situations or crisis situations. The thesis is divided into two parts - theoretical and practical. In the theoretical part we deal with the basic legislation in the field of health services and crisis management and integrated rescue system. We also present the basic form of the health care system in the Czech Republic and the types and forms of health care in the Czech Republic. We also discuss the principle of university hospitals in the Czech Republic and describe the history and present of the University Hospital in Hradec Králové. In the practical part, the risk analysis is processed using the SWOT (Strengths, Weaknesses, Opportunities, Threats) method for the overall safety of the hospital and then we identify the specific threats and the risks arising from them, their potential sources and impacts. The thesis contains detailed analysis of the individual areas related to the threat. As part of the comparison with the current state of the hospital on the basis of provided internal documents and completed semi-structured interviews with qualified hospital staff who are in charge of the individual areas, these areas are comprehensively described and also contain a partial SWOT analysis of identified threats. Subsequently, a verbal evaluation of the established hypotheses and the preparedness of the hospital is performed and specific measures are recommended that could be used to improve the preparedness of the hospital in the terms of this issue.
