Připravenost Letiště Praha, a.s. na řešení vybraných mimořádných událostí ve veřejných prostorách

Abstract

Předmětem bakalářské práce je analýza připravenosti Letiště Praha, a.s. na řešení vybraných mimořádných událostí ve veřejných prostorách. S ohledem na aktuální, celosvětové události se v práci zaměřím na problematiku terorismu, příletu nakažených osob a technické/technologické havárie - konkrétně požáru. V úvodní kapitole teoretické části stručně představím samotný obor letecké dopravy. Uvedu výčet organizací a úmluv, zabývajících se bezpečností v letecké oblasti. A rovněž vyspecifikuji související legislativu, zajišťující fungování letecké dopravy v České republice. Následně se budu věnovat historii a specifikaci prostorů mezinárodního Letiště Praha, včetně popisu jednotlivých úseků bezpečnosti. Specifikuji využívané bezpečnostní systémy, vysvětlím význam letištního pohotovostního plánu, poplachového a evakuačního plánu a definuji mimořádnou událost (včetně způsobu vyhodnocování). Představím složky, podílející se na organizačním zajištění veřejných prostorů při vzniku mimořádné události. V analytické/praktické části práce popíšu metodiku zásahu složek Letiště Praha při vybraných mimořádných událostech, hodnocených vysokou rizikovostí: teroristickém útoku - aktuální nejvýznamnější hrozbou, příletem letadla s infekcí - inspirováno současnou pandemickou situací a požáru - nežádoucí události, s vysokým rizikem. V závěru využiji, k určení rizik mimořádné události ve veřejných prostorách, multikriteriální analýzu a SWOT analýzu. Vyhodnocením výsledky a porovnám s vytyčenými cíli.

The subject of the bachelor's thesis is an analysis of the readiness of the Prague Airport to solve selected emergencies in public spaces. In the light of current global events, I will focus on the issue of terrorism, the arrival of infected persons and the technical/technological accidents-namely fire. In the introductory chapter of the theoretical part, I will briefly present the field of air transport itself. I will list the organizations and conventions dealing with aviation safety. I will also specify the related legislation concerning the functioning of air transport in the Czech Republic. Subsequently, I will focus on the history and specification of the premises of the Prague International Airport, including a description of the individual security sections. I will specify the security systems used, explain the importance of the airport contingency plan, alarm and evacuation plan, and define an emergency (including the method of evaluation). I will present the components involved in the organizational provision of public spaces in the event of an emergency. In the analytical/practical part of the thesis, I will describe the methodology of intervention of the Prague Airport departments in selected emergencies, assessed by high risk: terrorist attack - current most important threat, arrival of an aircraft with infection - inspired by the current pandemic situation and fire - a adverse event, yet with a high risk. In conclusion, multi-criteria analysis and SWOT analysis will be used to identify the risks of an emergency in public spaces, evaluate the results and compare with the objectives set.
