Návrh využití PinS a tratí LLR pro provoz vrtulníků LZS v ČR

Abstract

Předmětem této diplomové práce je vytvoření návrhu využití Point in Space (PinS) postupů primárně pro provoz letecké záchranné služby České republiky, s ohledem na využití tohoto řešení v rámci návrhu sítě nízkých letových tratí primárně pro tentýž provoz. Jejími cíli jsou aplikování platných pravidel pro postupy PinS na vybrané heliporty nacházející se v neřízeném vzdušném prostoru za účelem zjištění, zda je možné uplatnit stanovená minima v reálném prostředí ČR a analyzování možných využití stávajících exaktních metod k tvorbě návrhu sítě nízkých letových tratí s ohledem na minimální dobu letu, což je předmětem praktické části této práce. Teoretická část práce se zaměřuje na popis stavu provozu letecké záchranné služby z pohledu jak současného provozu VFR, tak i nově zamýšleného provozu IFR. Její součástí je také analýza využití postupů PinS a návrhů nízkých letových tratí pro provoz letecké záchranné služby v zahraniční.

The aim of this diploma thesis is to create a proposal of Point in Space (PinS) procedures primarily for the operations of Helicopter Emergency Medical Services (HEMS) in the Czech Republic, with consideration of use of this solution within the proposal of a network of Low Level Routes primarily for the same traffic. Its objectives are to apply the valid regulations for PinS procedures to selected heliports located in uncontrolled airspace in order to find out whether it is possible to apply the stated minima in the real environment of the Czech Republic and analyse possible uses of existing exact methods to propose a network of low level routes with regard to the minimum flight time, which is the subject of the practical part of this thesis. The theoretical part of the thesis focuses on the description of the status of operation of the HEMS from the point of view of both the current VFR operations and the newly intended IFR operations. It also includes an analysis of the use of PinS procedures and proposals of low level routes for the HEMS operations abroad.
