Opatření evakuace při úniku nebezpečné látky z ČEZ zimního stadionu v Kladně

Abstract

Bakalářská práce se zabývá simulovanou havárií úniku amoniaku z ČEZ zimního stadionu v Kladně. Práce modeluje dva typy úniků, a to jednorázový a déletrvající únik. Modelace havárie je simulována na aktuální množství amoniaku, které bylo naměřeno v zásobníku technologie chlazení, a to v den návštěvy ČEZ zimního stadionu. Teoretická část práce se zaměřuje na vysvětlení pojmů, které se vztahují k tématu práce a také na legislativu, jež souvisí s problematikou nebezpečných látek. Dále popisuje vlastnosti amoniaku a dřívější události, při nichž došlo k úniku amoniaku ze zimních stadionů na území České republiky. Je zde také rozebrána otázka koordinace složek integrovaného záchranného systému a jednotlivé úrovně řízení zásahu při vzniku mimořádné události. Praktická část nejprve charakterizuje ČEZ zimní stadion v Kladně a vysvětluje princip chlazení v tomto objektu, a to na základě vlastního šetření. Výstupem praktické části práce jsou modelace v příslušných softwarových programech, které pomůžou určit evakuační zónu a odpovědět tak na hypotézy stanovené v rámci práce. Dále napomůžou zpracovat opatření evakuace v rámci objektu stadionu a postiženého okolí.

This bachelor's thesis deals with a simulated ammonia leakage accident from ČEZ ice arena in Kladno. The thesis presents models of two types of leakage scenarios, namely an immediate and a long-term leakage. The accident modeling is based on the actual quantity of ammonia measured in the cooling technology tank on the day of observation at ČEZ arena. The theoretical part of the thesis defines the terms regarding the thesis topic as well as dangerous substances regulations. Additionally, it describes properties of ammonia and previous ammonia leakage incidents from ice arenas in the Czech Republic. Finally, coordination of the components of the integrated rescue system and the particular levels of intervention management in the event of an emergency situation are discussed. The empirical part of the bachelor´s thesis is based on author´s own investigations and describes ČEZ ice arena in Kladno as well as the mechanism of the cooling system in the building. Results of this part are models in the appropriate software programmes which contribute to the identification of the evacuation zone and examine hypotheses formulated in the thesis. Furthermore, they help to create emergency procedures of the evacuation in the building and the affected areas.
