Model řízení nákladů na energie budov v majetku obce

Abstract

Práce se zaměřuje na výzkum v oblasti řízení nákladů na energie v majetku obcí. Potřeba řešení daného tématu vychází z nutnosti plnění cílů a strategií EU, které jsou přenášeny na jednotlivé členské státy a na národní úrovni až na samotné obce. Ty řeší nejen samotné náklady na nákup energie, ale i neutěšený technický stav budov v jejich majetku. Především malé obce řeší i nedostatek finančních prostředků na renovace budov. Problémem je i neznalost a neodbornost volených zástupců obcí, kteří tak nejsou schopni objektivně stanovit potenciál energeticky úsporných opatření a vhodné zdroje financování. Navržený model a metodika přináší pro tyto obce postup, jakým stanovit potenciál energetických úspor všech budov a přiřadit vhodný zdroj financování, tak aby byla maximalizována úspora energie a provozních nákladů. Obce takto mohou efektivně investovat své omezené veřejné finanční prostředky do energeticky úsporných opatření a splnit tak příkladnou roli orgánů veřejné moci.

This thesis focuses on the research in the area of costs control of energy in the property of municipalities. There is a big need of this topic coming from the necessity of meeting the target and strategies of the EU which are assigned to member states and on the national level to every municipality. They solve not only their own costs to buy energy but also a dismal technical estate of buildings in their property. First of all, small municipalities solve also a lack of financial resources for reconstruction of buildings. There is a problem of unknowingness and inexpertness of elected candidates of local authorities who aren´t able to specify the potential of energy saving measures and appropriate financial sources. The suggested model and method brings to these municipalities a procedure how to settle the potential of energy savings in all buildings and to match the appropriate financial resource with the aim to maximize energy savings and operating costs. Municipalities can effectively invest their limited public funds in energy saving measures and to meet their exemplary role of public power authorities.
