Současný stav a možnosti využití stálých úkrytů v České republice

Abstract

Obsahem této diplomové práce je problematika aktuálního technického stavu stálých úkrytů pro obyvatelstvo v České republice. Práce je rozdělena na teoretickou a výzkumnou část. Teoretická část se zabývá především problematikou ukrytí již od samotného počátku výstavby stálých úkrytů civilní obrany. Rovněž je tato část zaměřena na příslušné právní předpisy, týkající se problematiky ukrytí a jsou zde popsány jednotlivé typy úkrytů a jejich vybavení. Na teoretickou část navazuje výzkumná část, ve které jsou vymezeny cíle práce, hypotézy a metodika výzkumu. Cílem výzkumu bylo zjistit současné možnosti ukrytí obyvatelstva ve stálých úkrytech na území České republiky a také jsme se zaměřili na přístup majitelů stálých úkrytů k současné problematice ukrytí. Zvolené cíle byly řešeny pomocí metody komparace a pomocí metody anonymního dotazníkového šetření. Výzkum vytvořený na základě komparace uvádí grafické porovnání stavu a kapacity stálých úkrytů ve všech krajích na území České republiky. Dotazníkové šetření probíhalo mezi majiteli stálých úkrytů v rámci šesti krajů. Jsou jimi hlavní město Praha, Jihočeský, Středočeský, Karlovarský, Plzeňský a Pardubický kraj. Provedeným výzkumem jsme zjistili, jak se staví majitelé stálých úkrytů, jimiž jsou především obce, k problematice ukrytí. Na základě zjištěných údajů jsme provedli analýzu stanovených hypotéz. V této práci jsme se rovněž zabývali možnostmi využití stálých úkrytů v období mimo řešení mimořádné události a krizové situace, které budou potřeba řešit do budoucna. V diskuzi byla provedena komparace námi zjištěných výsledků s výsledky jiných autorů. Závěrem práce byly shrnuty výsledky a cíle práce.

The diploma thesis is focused on current technical condition of permanent shelters for the citizens of the Czech Republic. The thesis is divided into a theoretical and a research part. The theoretical part is focused mainly on the issues of hiding from the beginnings of construction of the permanent shelters that are used for civil defence. This part is also concerned with the relevant legislation that relates to the issues of hiding. The particular types of shelters and its equipment are also described. After that there is the research part which is concerned with the aims of the thesis, hypotheses and with the methodology of the research. The aim of the research was to find out the current possibilities of hiding the citizens in the permanent shelters on the territory of the Czech Republic. The research is also focused on the attitude of the owners of the permanent shelters towards the currents situation of hiding. The aims were solved by method of comparison and by method of anonymous questionnaire. The research is created on the base of comparison and it gives graphical comparison of situation and capacity of permanent shelters in all regions on the territory of the Czech Republic. The questionnaire survey was done amongst the owners of the permanent shelters in six regions. These regions are: the capital city Prague, the South Bohemian Region, the Central Bohemian Region, Karlovy Vary Region, Pilsen Region and Pardubice Region. The research discovered the attitude of the owners of the permanent shelters towards the issues of hiding. The owners are mainly municipalities. Then the analysis of the hypotheses was done and it was based on the discovered facts. The thesis is also concerned with the possibilities of using the permanent shelters during the time when there is no extraordinary event or crisis situation but that has to be solved in the future. The comparison of our discovered facts with the results of other authors was done in the discussion. At the end of the thesis there are summarized the results and aims of the thesis.
