Analýza schopností AČR k poskytnutí pomoci při migraci velkého rozsahu

Abstract

Diplomová práce se zabývá problematikou využití Armády České republiky při migračních vlnách velkého rozsahu. Tato problematika je primárně v gesci Ministerstva vnitra ČR, ale při rozsáhlých migračních krizích může být využití armády přínosným opatřením, zejména k doplnění a podpoře již nasazených sil a prostředků Předmětem diplomové práce je zhodnocení schopností AČR k pomoci při migrační vlně velkého rozsahu. V teoretické části práce je popsán historický vývoj migrace na území ČR, popsány základní pojmy a právní úprava související s migrací a s ní spojené hrozby. Dále jsou uvedeny základní možnosti pomoci Armádou ČR a možností potírání nelegální migrace v rámci Evropské unie. V praktické části byly nejdříve určeny oblasti, ve kterých může AČR působit. Ty byly následně vyhodnoceny pomocí SWOT analýzy a strukturovaných rozhovorů s erudovanými odborníky na danou problematiku. Dalším krokem bylo provedení analýzy rizik pomocí jednoduché polo - kvantitativní metody ,,PNH". Pro zhodnocení úrovně přípravy AČR je v praktické části dále uveden přehled některých uskutečněných cvičení týkajících se migrace, ty jsou následně vyhodnoceny. Následně byla navržena možná využití schopností AČR ke zvýšení kapacity bezpečnostního systému a provedena komparace s opatřeními využívanými některými dalšími státy, které již mají s řešením migračních vln praktické zkušenosti. Cílem práce je analýza možností použití AČR k poskytování pomoci při migrační vlně velkého rozsahu a navržení dalších možností spolupráce, které povedou k rozšíření možností využití AČR, minimalizaci dopadu migrace velkého rozsahu a zefektivnění spolupráce s ostatními složkami při jejím řešení. Na základě provedeného výzkumu bylo zjištěno, že AČR dokáže poskytnout efektivní pomoc při migraci velkého rozsahu, ovšem využití jejích kapacit není dostatečně řešeno. Celý systém spolupráce lze nadále rozvíjet. Jednak v oblasti jejího většího využití, tak ke zlepšení příprav na tento typ KS v rámci AČR.

The thesis deals with the possibilities of deploying the Army of the Czech Republic during large - scale migration waves. The migration issues are primarily in the competence of the Ministry of the Interior. Nevertheless, in the times of large migration crises, the deployment of the army may be beneficial mainly as a support to other governmental forces already being activated. The subject of the thesis is to assess the capabilities of the ACR in helping during a large-scale migration wave. In the theoretical part, the historical development of the migration on the Czech Republic territory is described, as well as the basic terms and legislation concerning the migration. Possibilities of the ACR deployment to help with fighting against the illegal migration in the context of the European Union are discussed. The areas of possible interventions of the ACR were identified and evaluated in the practical part. The evaluation was based on the SWOT analysis and structured interviews with erudite experts in the field. The next step was to conduct analysis of the risks using a simple semi - quantitative method "PNH". There is also a list of past military exercises related to the field provided in the practical part. The exercises have been reviewed. Then, possible utilizations of these capabilities to increase the capacity of the security system were proposed and a comparison with arrangements of other states that already have a practical experience with a migration wave problem was conducted. The aim of the thesis was to analyze possibilities of the ACR deployment to provide a help during a large - scale migration wave, particularly, to propose the exact actions. These actions should lead to the extension of the ACR deployment in minimizing the impact of a large-scale migration wave and in making the cooperation with other forces more efficient. Based on the research it was concluded that the ACR can provide an effective help during a large-scale migration wave. However, the usage of its capacities has not been completely investigated yet. The whole system of cooperation can be improved by its wider utilization and by making the preparation for this crisis situation more effective inside the ACR.
