Použití bezpilotních letadel v IZS

Abstract

ABSTRAKT Cílem práce je všeobecné seznámení s bezpilotními letadly (dále jen UAV) a s jejich použitím resp. možném využití v IZS České republiky. K provedení průzkumu stávající situace používání UAV v IZS využiji veřejné dostupné zdrojů (internet, tisk) a osobní konzultaci na HZS Karlovarského kraje. V teoretické části budou vymezeny jednotlivé pojmy, jako jsou: ,,UAV" a ,,bezpilotní systémy". Dále budou citovány současné právní normy, které upravují provozování a užívání UAV se zhodnocením jejich vlivu na účelnost a operativnost při použití UAV v IZS. V praktické části bude provedena srovnávací analýza a SWOT analýza se zaměřením na nasazení UAV při mimořádných a krizových situací v rámci IZS ČR a způsob jejich použití s vlivem na efektivnost a bezpečnost zásahu záchranných složek.

ABSTRACT The main goal of thesis is to introduce the Unmanned Aerial Vehicles (UAV) and their use in Emergency and rescue services of Czech Republic. To a survey purpose of current situation with use of Unmanned Aerial Vehicles in Emergency and rescue services I am about to use a public resources (internet, literature) and personal meeting with Carlsbad Fire Department and Civil Aviation Authority of Czech Republic. In the theoretical part of the thesis Will be defined terms as ,,UAV'' and ,,UAS''. In addition, the current legal norms defining the operation and use of UAVs will be quoted by assessing their impact on the efficiency and operability of UAVs in the Emergency rescue services. In the practical part will be performed a comparative analysis and SWOT analysis focusing on the deployment of UAV in emergency and crisis situations within the Emergency rescue services in CZ and the way of their use with emphasis on the effectiveness and safety of intervention of rescue units.
