Abstract

Název mé diplomové práce zní Analýza připravenosti obce s rozšířenou působností Kladno na dlouhodobý výpadek el. energie. Dlouhodobý výpadek dodávek elektrické energie bude mít dalekosáhlé následky nejen na kritickou infrastrukturu, ale hlavně na civilní obyvatelstvo. Kritická infrastruktura je v ČR řešena v zákoně č. 240/2000 Sb., o krizovém řízení a o změně některých zákonů [krizový zákon), do tohoto zákona byla aplikována směrnice Rady 2008/114/ES, o určování a označování evropských kritických infrastruktur a o posouzení potřeby zvýšit jejich ochranu. V teoretické části diplomové práce je popsána historie výpadků proudu, tzv. blackoutů, možnost ochrany kritické infrastruktury před dlouhodobými výpadky, příčiny vzniku a možné dopady a možnosti řešení, včetně zásobování náhradními zdroji. V praktické části jsou pomocí SWOT analýzy identifikovány silné a slabé stránky, příležitosti a hrozby v OPR Kladno v případě výpadku elektrické energie. Pokračováním praktické části je dotazník, ve kterém je zjišťováno obecné povědomí o dlouhodobém výpadku a o případné připravenosti obyvatelstva. Dále jsou popsána opatření ORP Kladno při dlouhodobém výpadku. V závěru jsou také zmíněna preventivní a nápravná opatření proti blackoutům v ORP Kladno. V závěru diplomové práce jsou návrhy na zlepšení situace a doporučení pro praxi.

The title of my diploma thesis is Analysis of the Preparedness of the Municipality with Extended Powers Kladno for a Long-term Power Outage. A large-scale long-term power outage, which is increasingly mentioned in the media, would have far-reaching consequences not only for critical infrastructure but mainly for civilian populations. Critical infrastructure in the Czech Republic is dealt with in Act No. 240/2000 Coll., On Crisis Management and on Amendments of Certain Acts [Crisis Act), amended with Council Directive 2008/114 / EC on the Identification and Designation of European Critical Infrastructures and the Assessment of the Need to Increase their Protection. The theoretical part of the diploma thesis describes the history of long-term power outages, or blackouts, their distribution according to the severity and size of the affected area, possibility of critical infrastructure protection against further long-term power outages, causes of the occurrence and possible impacts and solutions, including emergency backup power sources. Included in the theoretical part is the definition of basic concepts and a description of the legislation concerned. It concludes with the listing of major blackouts in the world and in the Czech Republic. In the practical part, SWOT [Strengths, Weaknesses, Opportunities, Threats) analysis was used to assess Kladno municipality with extended powers in a hypothetical blackout. We further surveyed the citizens with a questionnaire on the general awareness of the problem of long-term power failure and the possible preparedness of the population for this crisis situation. Simultaneously with the questionnaire, we addressed representatives of the individual components of the Integrated Rescue System and experts from other subjects related to the issue. We then describe the measures available to the Kladno municipality with extended powers in the event of a long-term failure. At the conclusion of the practical part, we mention preventive and remedial measures against a blackout in the municipality with extended powers Kladno. The conclusion of the diploma thesis describes the proposals for improvement of the situation before and after power failure and practical recommendations.
