Zajištění bezpečnosti na mezinárodním letišti před protiprávními činy s možnostmi využití metod profilace cestujících

Abstract

Předmětem diplomové práce je zajištění bezpečnosti na mezinárodním civilním letišti před protiprávními činy s možnostmi využití metod profilace a verifikace cestujících. V úvodních kapitolách se práce zaměřuje na problematiku bezpečnosti v oblasti ,,SECURITY" v obecné rovině. Problematika je cílena na Letiště Václava Havla Praha jakožto nejfrekventovanější civilní letiště v České republice a také z důvodu mé pracovní příslušnosti ke zmiňovanému letišti. V teoretické části je zhodnocen současný stav bezpečnosti a proveden výčet opatření týkajících se zajištění bezpečnosti na mezinárodním civilním letišti. Další částí je provedení syntézy stávajícího procesu odbavení cestujících a legislativní vymezení dotčené bezpečnostní problematiky na národní i mezinárodní úrovni. Analytická část práce je věnována možnostem využití metod profilace, včetně inovativních metod profilace, verifikace a identifikace cestujících. Metody pro identifikaci a verifikaci s využitím biometrie jsou voleny na základě doporučení ICAO dle vhodnosti a využitelnosti v oblasti civilní letecké přepravy. V práci jsou deskriptivně analyzovány metody - rozpoznávání dle charakteristiky tváře, oční duhovky, otisků prstů a geometrie ruky. Inovativní metody profilace byly voleny na základě doporučení bezpečnostních erudovaných profesionálů v dané problematice a také dle budoucího možného využití na Letišti Václava Havla Praha. Vybrané stěžejní metody pracující na základě behaviorálních změn chování jsou v práci podrobeny komparaci v jednotlivých předdefinovaných aspektech, jež jsou následně prezentovány v přehledových tabulkách. Pro vypovídající komplexní obraz ohledně vnímání letecké bezpečnostní problematiky v oblasti ,,SECURITY" jsme jako součást analytické části práce volili výzkum formou dotazníkového šetření. Výsledky z tohoto šetření byly vyvozeny na základě 768 validně zodpovězených responzí a zároveň posloužily pro potvrzení předem stanovených hypotéz. V závěru práce prezentujeme prostřednictvím zpracované SWOT analýzy silné a slabé stránky bezpečnostní problematiky v oblasti ,,SECURITY" Letiště Václav Havla Praha a zároveň hrozby a příležitosti, jež se v dané problematice skýtají a nabízejí.

The diploma thesis analyses the issue of ensuring security at an international civil airport against unlawful acts with the possibilities of applying methods of profiling and verification of passengers. In the introductory chapters, the thesis studies security issues in general. The issue is analyzed with regard to the Václav Havel Airport Prague as the most frequented civil airport in the Czech Republic and as my place of work. The theoretical part offers an assessment of the current state of security and an enumeration of measures related to ensuring security at an international civil airport. In addition, this part of the thesis provides a synthesis of the existing check-in procedure and introduces a legislative specification of the particular security issues both at national and international levels. The analytical part of the thesis discusses the possibilities of using the profiling methods, including the innovative methods of profiling, verification and identification of passengers. The methods for identification and verification using biometry are selected based on the ICAO recommendations according to the suitability and applicability in the area of civil air transportation. The thesis describes and analyses the methods of recognition according to the characteristics of face, iris, fingerprints and hand geometry. The innovative methods of profiling have been selected based on recommendations of security professionals in the field and with regard to their future implementation at the Václav Havel Airport Prague. Selected main methods based on behavioral changes are compared in the thesis as to individual pre-defined aspects, which are subsequently presented in overview tables. In order to make a complex picture of perceiving the aviation security issues we have chosen a research in the form of a questionnaire survey in the analytical part of the thesis. The results of the survey have been drawn upon 768 validly completed responses, which also served as confirmations of the pre-determined hypotheses. In the conclusion of the thesis we present, by means of a SWOT analysis, the strengths and weaknesses of the security features at the Václav Havel Airport Prague, as well as the risks and opportunities that are present in the topic discussed in the thesis.
