Terorizmus jako vážná bezpečnostní hrozba pro evropskou společnost

Abstract

Ústředním tématem práce je ochrana měkkých cílů, které jsou v posledních letech vyhledávanými cíli pro teroristy. Vyznačují se vysokou koncentrací civilních osob, téměř nulovým zabezpečením a snadným přístupem. Útoky na taková místa jsou snadné, budí masivní mediální odezvu, o niž teroristé tolik usilují, a šíří strach. Pro ucelenou představu, kde a jak teroristé útočí, jsem vypracovala souhrn evropských útoků, či pokusů o ně od roku 2015 až doposud. Takový přehled nikde jinde dostupný není. Práce se podrobně věnuje ochraně měkkých cílů v ČR, analyzuje všechny významné koncepční a strategické dokumenty a informuje o různých fungujících českých projektech týkajících se ochrany měkkých cílů, které by mohly a měly být implementovány na národní úrovni. Zároveň se věnuje příkladům dobré praxe z Velké Británie, která má s touto problematikou bohaté zkušenosti, a proto by bylo přínosné se touto zemí inspirovat. Na základě výše uvedených poznatků jsem provedla SWOT analýzu systému ochrany měkkých cílů v ČR v porovnání s Velkou Británií. Analýza jasně identifikuje slabá a nejpalčivější místa v systému, která je třeba řešit. V této části práce lze také najít praktická doporučení na posílení systému ochrany měkkých cílů. Z těchto doporučení bych zde ráda zdůraznila nutnost propojení architektury a urbanistiky s ochranou měkkých cílů. Takový druh spolupráce v ČR zcela chybí. Jako první krok navrhuji spolupráci v podobě studie či pilotního projektu fakult ČVUT a dále návrh pilotního projektu ochrany měkkých cílů Evropskému parlamentu. Obě myšlenky považuji za originální a přínosné. Práce dále rozebírá protiteroristické politické a právní nástroje EU pro boj s terorismem. Tato část práce nabízí možnost vytvořit si obrázek o tom, jaké kroky EU podniká v boji s terorismem a nakolik jsou tyto mechanismy a opatření funkční.

The central theme of this thesis is the protection of soft targets, which have become an increasingly popular target for terrorists in recent years. Soft targets are characterised by a high concentration of civilians, minimal security, and easy access. Attacks on such places are easily feasible, attract the massive media attention that terrorists strive for, and spread fear. For a complete overview of where and how terrorist attacks were conducted, I have compiled a summary of European attacks - or attempted attacks - from 2015 onward. Previously, no such summary was available. This thesis deals in detail with the protection of soft targets in the Czech Republic, analyses all relevant conceptual and strategic documents, and informs about various current Czech projects concerning the protection of soft targets that could and should be implemented at the national level. Concurrently, this thesis is devoted to examining best practices in Great Britain, which has strong experience in this field and can serve as an important example of how to address the issues surrounding the protection of soft targets. Based on these findings, I conducted a SWOT analysis of the soft target protection system currently in place in the Czech Republic as compared to that in Great Britain. This analysis clearly identifies the weakest and most challenging aspects of the system that need to be addressed. It is in this part of the thesis that practical recommendations for strengthening the system of protection for soft targets are proposed. From these recommendations, I would like to emphasise the need to link architecture and urban planning with the protection of soft targets. There is currently no such interplay in the Czech Republic. As a first step, I propose a cooperative study or pilot project between faculties of the Czech Technical University in Prague, as well as a proposal for a pilot project on the protection of soft targets to be submitted to the European Parliament. Both proposals are original and advantageous. This thesis further analyses existing European Union policies and legislative counter-terrorism instruments in place to combat terrorism. This part of the thesis offers an opportunity to explore how the European Union tackles counter-terrorism initiatives and whether these mechanisms and measures are effective.
