Příprava a využití jednotek Aktivní zálohy 15. ženijního pluku AČR na mimořádné události při zásazích složek IZS

Abstract

Diplomová práce se zabývá přípravou a využitím jednotek aktivní zálohy 15. ženijního pluku na mimořádné události. V první části seznamuje s problematikou vojenského záchranářství, jeho vývojem a současným stavem, dále s vývojem aktivních záloh Armády České republiky a aktivními zálohami 15. žp. Tyto jednotky blíže představuje a důkladně rozebírá záchrannou rotu aktivních záloh 151. ženijního praporu, její obecnou strukturu a základní úkoly. V neposlední řádě analyzuje stávající zákonné podmínky k využití ozbrojených sil na provádění záchranných a likvidačních prací. Rovněž vliv nové ,,branné legislativy" jak na poskytování sil a prostředků ve prospěch integrovaného záchranného systému, tak na činnost vojáků v záloze. Jejím cílem je analyzovat záchrannou rotu aktivních záloh, možnosti jejího nasazení ve prospěch IZS a stanovit doporučení ke zvýšení její efektivity. K tomu využívá dotazníková šetření provedená mezi příslušníky záchranné roty 151. žpr a jednotek aktivních záloh 15. žp. Rovněž vychází ze simulace provedené v Centru simulačních a trenažérových technologií v Brně, z observace činnosti záchranné roty aktivních záloh 151. žpr a z komparace s jejím profesionálním protějškem. Rozebírá různé typy mimořádných událostí a popisuje jednotlivé úkony, které by mohli příslušníci ZRAZ s ohledem na své stávající zkušenosti a kvalifikace plnit. Dochází ke zjištění, že záchranná rota aktivních záloh je v současnosti schopna zasahovat samostatně či společně se složkami IZS při mimořádných událostech, avšak k bezodkladnému nasazení chybí právní úprava. Problémem je rovněž nepružnost ozbrojených sil při zajišťování vzdělávání příslušníkům aktivních záloh a přípustný počet dní vojenského cvičení pro vojáky v AZ. Na základě toho přináší návrhy na řešení tohoto stavu, ak jej zlepšit, z nichž část je na úrovni legislativních změn. Stěžejní jsou však možnosti změn na úrovni vojenského útvaru.

This diploma thesis deals with the preparation and making of units of the active reserve of the 15th Engineer Regiment for Emergencies. In the first part, the thesis introduces the issue of military rescue, its development and contemporary situation; the development of active reserve of the Czech Armed forces and active reserve units of the 15ER. It presents these units and analyzes thoroughly the rescue company of the active reserve of the 151st Engineer Batalion, its general structure and basic tasks. Last but not least, it analyzes the current legal conditions for the use of the armed forces to carry out rescue and subsequent operation. Thesis studies also the impact of the new "defense legislation" on both the supply of forces and means to support the integrated emergency service and the activities of the reserve soldiers. The thesis aims to analyze the rescue company of active reserve, the possibilities of its deployment to support the IRS, and to make recommendations for increasing its effectiveness as well. This is done by questionnaire surveys carried out among members of the 151EB rescue company and of the active reserves of 15ER. It is also based on the simulation performed at the Simulation and Training Technology Center in Brno, on the observation of the activities of the rescue company of the active reserve of the 151EB and on the comparison to its professional counterpart. It examines various types of emergencies and describes the individual actions that RCAR members could carry in terms of their existing experience and qualifications. Thesis founds out that the rescue company of active advances could currently intervene independently or together with the IRS units in emergencies, but no legal regulation is forthcoming. The other problems are the rigidity of the armed forces in providing training to members of active reserves, and the limited number of days of military training for soldiers in AR. Based on that, thesis brings suggestions for solving this issue, the way to improve it. Some suggestions are on the level of legislative changes. However, the major suggestions are the changes on the level of the military unit.
