Aktivní střelec - případová studie ze zahraničí

Abstract

Předmětem diplomové práce je zpracování problematiky aktivního střelce, konkrétně rozbor protiprávního jednání Anderse Breivika. Tato práce má za úkol osvětlit otázky týkající se aktivních střelců. V několika částech je postupně rozebrána jejich motivace, proces radikalizace, obrana proti aktivnímu střelci, a také je zde rozebrána problematika střelců z pohledu Policie ČR. Cílem práce je formou případové studie zmapování problematiky aktivního střelce za účelem použití takto získaných znalostí pro porozumění obdobným případům. Dále také upozornění na nezbytnou neustálou činnost bezpečnostních složek a reakci na vzniklou mimořádnou událost. V praktické části diplomové práce jsou analyzovány získané dokumenty a informace, které jsou v několika částech umístěny do tabulek a přehledného rozboru.

The topic of this master's thesis is a discussion of the issues surrounding active shooters, namely to analyse the criminal behaviour of Anders Breivik. The goal of this work is to shine some light on questions relating to active shooters. In several parts we will deconstruct their motivations, the process of radicalisation, defence against active shooters as well as the problem of active shooters as seen from the viewpoint of the Czech Police. This work hopes to use a case study to map the issues surrounding active shooters with the intention of using the resulting insights to help understand similar cases. It also hopes to draw attention to the continuous and essential work of security forces in reacting to an emerging exceptional event. The practical section of this master's thesis involves an examination of acquired documents and information, presented clearly in several parts in a table with associated analysis
