Systémové přístupy přípravy a realizace vodohospodářských staveb

Abstract

Záměrem diplomové práce je zpracování uceleného souhrnu problematiky řízení rizik při přípravě a realizaci vodohospodářských staveb a zhodnocení systému řízení rizik ve vybrané společnosti. Teoretická část práce je věnována popisu vodohospodářských staveb, shrnutí stěžejních bodů důležitých legislativních předpisů v oblasti vodního hospodářství a metodám dodavatelského zajištění výstavby. Dále jsou uvedeny způsoby financování vodohospodářských projektů z veřejných zdrojů. Řada firem orientovaných na stavby v oblasti dopravního inženýrství se potýká s problémem nedostatečného využití kapacit a je nucena pronikat i do dalších stavebních odvětví ? např. do oblasti vodohospodářských staveb. Procesy v rámci přípravy a realizace výstavbových projektů jsou spojeny s vysokou mírou rizikovosti, podstatná část práce je proto věnována obecnému popisu systému řízení rizik ve stavebních podnicích. V praktické části práce je nejprve uveden popis společnosti SMP CZ, a.s., následně je prostřednictvím vybraných ekonomických ukazatelů zhodnocena finanční situace společnosti a shrnuty interní procesy společnosti v rámci nabídkové přípravy a realizace staveb. V závěru diplomové práce jsou prostřednictvím návrhu formulářů využitelných při řízení rizik stanoveny metody pro zefektivnění celkového procesu řízení rizik ve společnosti SMP CZ, a.s.

The aim of the diploma thesis is to elaborate a comprehensive summary of the issue of the risk management in preparation and realization of water management structures and to evaluate the risk system in the chosen company. The theoretical part is devoted to the description of water management structures, to the summary of the main points of important legislative regulations in the water management and to the types of project delivery methods in construction. The diploma thesis also describes ways of public funding of the projects in water management. Many companies involved in transportation engineering are struggling with insufficient capacity utilization and are forced to expand into other construction sectors - for example into water management engineering. The processes of preparation and implementation of construction projects are associated with a high degree of risk. Therefore a substantial part of the diploma thesis is devoted to the general description of the risk management system in construction companies. In the practical part of the thesis the company SMP CZ, a.s. is introduced. The company's financial situation is evaluated through the selected economic indicators and then the internal processes during preparation and realization of projects applied in the company are summarized. At the end of the thesis methods for streamlining the overall risk management process in the company SMP CZ, a.s. are established.
