Analýza problematiky technického dozoru stavebníka

Abstract

Diplomová práce je zacílena na činnosti technického dozoru stavebníka, zabývá se analýzou těchto činností a syntetizuje získané závěry analýz do výsledného doporučení. V rámci diplomové práce je předložena stručná deskripce vývoje stavebního trhu v kontextu s historickou genezí dozorové činnosti nad kvalitou realizovaného díla. K deskripci bylo přistoupeno z pohledu kvality díla, jako prostředku k udržení konkurenceschopnosti ve stavebnictví, až k legislativním normám upravujícím tuto činnost v současnosti. Diplomová práce neopomíjí vyspecifikování a rozdělení dnešních dozorových a kontrolních činností ve stavebnictví ve smyslu platných speciálních zákonů. Obsahem praktické části této práce je zpracování detailní deskripce činností, které vykonává technický dozor pro investora a provedení analýzy výhodnosti technického dozoru stavebníka pro investora, vytvořené z typových realizacích staveb. Analýza typových reprezentantů současně slouží jako podklad pro vyhodnocení výhodnosti technického dozoru stavebníka ve vztahu k výsledné ceně stavebního díla. Meritem této diplomové práce je zpracování popisu výkonu technického dozoru stavebníka, který není exaktně definován v obecně závazných právních předpisech. Technický dozor stavebníka lze vysledovat např. v českých technických normách, kde je pouze implicitně vyjádřen, případně užít obecné analogie s jinak definovanými dozory. Diplomová práce deklaruje potřebnost a funkčnost technického dozoru stavebníka na provedené analýze.

The diploma thesis is focused on the activities of the technical supervision of the builder, deals with the analysis of these activities and synthesizes the obtained conclusions of the analyzes into the final recommendation. The diploma thesis presents a brief description of the development of the construction market in the context of the historical genesis of the supervision activity over the quality of the realized work. The description was made from the point of view of the quality of the work, as a means of maintaining competitiveness in the construction industry, to the legislative norms governing this activity at present. The diploma thesis does not exclude the specification and division of the current supervision and control activities in the building industry in the sense of the valid special laws. The content of the practical part of this work is to elaborate a detailed description of the activities that perform technical supervision for the investor and to perform an analysis of the advantage of technical supervision of the investor for the investor, The analysis of type representatives simultaneously serves as a basis for evaluating the advantage of the technical supervision of the developer in relation to the final price of the building work. The merit of this diploma thesis is the elaboration of the description of the performance of the technical supervision of the builder, which is not precisely defined in the generally binding legal regulations. The technical supervision of the developer can be traced, for example, in the Czech technical standards, where he is only implicitly expressed, or use general analogies with otherwise defined supervisors. The diploma thesis declares the necessity and functionality of the technical supervision of the builder for the performed analysis.
