Úloha a postavení starosty jako předsedy bezpečnostní rady obce s rozšířenou působností v oblasti krizového řízení a ochrany obyvatel

Abstract

Předmětem bakalářské práce je podrobnější průzkum volené pozice starosty, jako předsedy Bezpečnostní rady obce s rozšířenou působností voblasti krizového řízení a ochrany obyvatel surčením jeho povinností a podílu na připravenosti obce. Cílem této bakalářské práce je především zjistit, zda je současné postavení starosty obce srozšířenou působností voblasti krizového řízení a ochrany obyvatelstva dostatečné a zda by nebylo efektivnější roli starosty a jeho úkoly posílit za účelem relevantnějšího postupu obce vpřípadě mimořádných událostí. Též jsou uvedeny návrhy de lege ferenda voblasti posílení postavení a rozšíření úkolů starosty obce srozšířenou působností voblasti krizového řízení a ochrany obyvatelstva. Závěrem je vše shrnuto a vpřílohách jsou uvedeny relevantní dokumenty související sbakalářskou prací.

The subject of this Bachelor's work is a detailed study of the elected position of Mayor as a Chairman of the Security Council of a municipality with extended authority in the field of crisis management and protection of the population with determination of their responsibilities and participation in municipal preparedness. The first part is based on theoretical aspects of crisis management, applicable laws, regulations and other resources related to the selected topic. The second part specifically focuses on the elected position of the Mayor. The aim of this Bachelor's work is to primarily determine the current position of Mayor of a municipality with extended authority in the field of crisis management and adequate protection of the population and whether it would not be more effective to strengthen the role of the Mayor and their responsibilities in order to ensure a more relevant functioning of the municipality in case of extraordinary events. There are also suggestions de lege ferenda brought forward in the empowerment and extension of a mayor's municipal responsibilities in the field of crisis management and protection of the population within the most commonly faced situations in the Czech Republic. A final conclusion is made and the appendices list the relevant documents related to this Bachelor's work.
