Abstract

Diplomová práce nese název Místo České republiky ve společné zahraniční a bezpečnostní politice Evropské unie. Obsahem diplomové práce je rozbor širšího spektra oblastí, které se větší či menší měrou podílejí na bezpečnosti nejen České republiky, ale i Evropské unie. V teoretické části práce se zabývám bezpečnostní politikou České republiky, především Bezpečnostní strategií (2015), která definuje tři kategorie zájmů, které zajišťují České republice bezpečnost. Dále je rozpracována zahraniční politika ČR, její cíle, nástroje, faktory, které ji ovlivňují v globálním kontextu a její východiska. Pozornost je věnována i dosavadním přínosům členství ČR v EU a principům, na kterých se politika ČR v EU zakládá. Velká část teoretické části pojednává o společné zahraniční a bezpečnostní politice (SZBP) EU. Popsán je vznik a historie spolupráce v této oblasti a také reformy, které přinesly jednotlivé smlouvy (Maastrichtská, Amsterodamská, Lisabonská). Dále je, krom jiného, zmíněna společná bezpečnostní a obranná politika (SBOP), Evropská služba pro vnější činnost, Evropská politika sousedství, či funkce agentury Frontex. V praktické části diplomové práce je stanoven cíl a popsána metodika. Metodika je postavena především na podrobných analýzách a komparaci. Zkoumané problematiky v praktické části jsou rozděleny do tří oblastí. První oblast se zabývá analýzou a komparací zahraniční a bezpečnostní politiky USA a Ruské federace, druhá část se zabývá analýzou a komparací sil rychlé reakce a to Battle Groups EU a NATO Response force a zejména hledá a popisuje příčiny toho, proč ještě nedošlo k nasazení BG EU. Poslední, třetí část analyzuje dvě bezpečnostní hrozby ve vztahu nejen k ČR, ale i k EU a to terorismus a migraci. U těchto dvou hrozeb je popsán současný stav, prognóza vývoje a jsou navržena a doporučena opatření.

The diploma thesis is called The Place of the Czech Republic in the Foreign and Security Policy of the European Union. It focuses on a discussion of a wider spectrum of areas influencing to a higher or lower degree the security not only of the Czech Republic but also of the European Union. In the theoretical part, I deal with the security policy of the Czech Republic, primarily the Security Strategy (2015) defining three categories of interests that guarantee the security of the Czech Republic. I also discuss in detail the foreign policy of the Czech Republic, its goals, tools, factors influencing it in the global context, and its starting points. Attention is also paid to the current benefits of the EU membership for the Czech Republic and the principles on which the Czech policy in the EU is based. A major section of the theoretical part deals with the common foreign and security policy of the EU. The origin and history of cooperation in this area and reforms brought about by the individual treatise (Maastricht, Amsterdam, Lisbon) are described as well. The Common Foreign and Security Policy is mentioned, among others, as well as the European External Action Service, European Neighbourhood Policy or the Frontex Agency activities. The practical part of the diploma thesis sets the goal and describes mehods. The methodology is based primarily on detailed analyses and comparisons. The issues studied in the practical part are divided into three areas. The first one deals with an analysis and comparison of the foreign and security policy of the U.S. and Russian Federation, the second part offers an analysis and comparison of the Battle Groups EU and NARO Responce Force and it looks for and describes reasons why the BG EU has not been deployed yet. The last, third part analyses two security threats relating not only to the Czech Republic but also the EU: terrorism and migration. The current situation and development prediction are described for these two threats, and measures are proposed and recommended.
