Vliv regulace energetiky na investiční činnost

Abstract

Předmětem diplomové práce "Vliv regulace energetiky na investiční činnost" je analýza ekonomické regulace v energetických odvětvích s důrazem na elektroenergetiku, konkrétně pak přenos elektrické energie a dopady regulace na investiční činnost provozovatele přenosové soustavy. Úvodní část práce popisuje důvody zavádění cenové regulace a seznamuje s metodami užívanými při cenové regulaci provozovatelů přenosové soustavy. V dalších částech práce rozebírá legislativní základy elektroenergetického odvětví v zemích EU a v České republice a popisuje činnosti nezávislých regulačních orgánů napříč evropskými zeměmi. V rámci analýzy dopadů regulace na investiční činnost provozovatele přenosové soustavy, práce předkládá hodnocení modelové situace při investici do nového elektrického vedení.

The goal of the submitted thesis: "Impact of regulation on investments in energy sector" is to analyze economic regulation in the energy sectors with an emphasis on the electricity industry, specifically the transmission of electrical energy and the impact of regulation on TSO's investment. The introductory part describes the reasons for the introduction of price regulation and informs about the methods used in the price regulation of transmission system operators. In the following parts the thesis presents the legislative basis of the electricity sector in the EU and in the Czech Republic and describes the activities of independent regulators across European countries. The last chapter analyzes the impact of regulation on investment TSO and presents an evaluation of the model situation when investing in new power lines.
