Parametry dopravní infrastruktury pro osoby s omezenou schopností pohybu

Abstract

V současné době je, oproti ještě nedávné minulosti, kladen velký důraz na plnohodnotný způsob života osob s omezenou schopností pohybu a orientace, což je z dopravního hlediska především možnost jejich samostatného, snadného, plynulého a hlavně bezpečného pohybu. Je nutné si uvědomit, že osobami s omezenou schopností pohybu nejsou pouze zdravotně postižení občané, ale i osoby pokročilého věku či doprovod kočárku nebo dítěte do 3 let atd., což už je významné procento naší populace. V legislativní oblasti jsou definovány požadavky těchto osob na provedení jednotlivých prvků dopravní infrastruktury a jejich částí; chybí zde však nástroj pro kontrolu fyzického provedení těchto staveb, zdali jsou skutečně ve všech ohledech bezbariérové. Cílem této práce je tedy vytvoření jednotné metodiky pro sběr parametrů prvků dopravní infrastruktury v intravilánu (vyjma infrastruktury ryze železniční), platné v rámci celé České republiky. Mapování a hledání tras pro osoby s omezenou schopností pohybu a orientace (v rámci cestovního ruchu či při strategickém plánování) tak bude, díky této univerzální metodice, provedeno v rámci různých obcí nebo organizací jednotně, a bude tak díky nasbíraným parametrům možné i jednotné a objektivní vyhodnocení bezbariérové přístupnosti. Práce obsahuje přehled požadavků na bezbariérové užívání staveb dopravní infrastruktury dle platných vyhlášek a norem, kategorizaci jednotlivých prvků infrastruktury a stanovení důležitých parametrů těchto prvků a způsobu jejich sběru. Hlavní částí práce je soupis metodických doporučení pro jednotný sběr parametrů, tj. formuláře pro každý prvek dle kategorizace a podrobný manuál opatřený fotodokumentací s pokyny pro správné a jednotné vyplnění těchto formulářů. Tato metodika je následně prakticky demonstrována při zaměření vybraných prvků konkrétní dopravní infrastruktury.

Nowadays, compared to the recent past, there is a big emphasis on full-blown way of life of persons with reduced mobility and orientation, which is, mainly from the transport point of view, the possibility of an individual, easy, smooth and mostly safe movement. It is important to realize that, because persons with reduced mobility are not only disabled people but also the elderly or accompaniment of baby carriage or child up to 3 years etc., which is already a significant percentage of our population. In the legislative are defined the requirements for these persons to perform the various elements of transport infrastructure and their parts. What is missing, is a tool to check the physical implementation of these structures, whether they are in all aspects barrier-free. The aim of this work is to create a unified methodology for collecting parameters of the elements of the transport infrastructure in urban areas (excluding railway infrastructure), valid throughout the Czech Republic. Mapping and searching routes for people with reduced mobility (within tourism or for strategic planning) will, through this universal methodology implemented in the various municipalities and organizations uniformly, and thanks to that parameters will be possible uniform and objective evaluation of accessibility. The thesis contains an overview of the requirements for barrier-free use of transport infrastructure in accordance with applicable regulations and standards, categorization of individual infrastructure elements and determine important parameters of these elements and how they collect. The main part of thesis is a list of methodological recommendations for uniform collection parameters i.e. forms for each element according to the categorization, acdetailed manual provided with guidelines and photographs, for proper and uniform filling in these forms. This methodology is afterwards practically demonstrated at the measurements of selected elements of a specific transport infrastructure.
