Urbánní ekonomie sídlišť

Abstract

Disertační práce řeší téma modernistických sídlišť. V České republice žije přibližně jedna třetina obyvatel na sídlištích, v Praze a větších městech je poměr dokonce větší a dosahuje 40 %. Kvalita obytného prostředí urbánní struktury modernistických sídlišť a její budoucí vývoj se týká velké části populace. Sídliště většinou vznikala jako rozsáhlejší obytné monofunkční celky s vícepodlažní zástavbou a většími rozestupy mezi budovami. Rozlehlý veřejný prostor sídlištní struktury zaujímá průměrně okolo 70 % rozlohy a na jeho údržbu a správu jsou vynakládány nemalé veřejné prostředky. V porovnání s jinými urbánními strukturami vykazují sídliště vyšší náklady na správu a údržbu tohoto rozlehlého prostoru, zároveň vykazující známky nižší vnímané kvality. Tento venkovní prostor je klíčový pro budoucí vývoj urbánní struktury modernistických sídlišť, které mohou čelit zvyšujícím se nároků na standard bydlení, sociálním a demografickým změnám a nárokům udržitelného rozvoje sídel. Disertační práce navazuje na zahraniční přístupy a výzkumy sídlišť spolu s kvalitativním a ekonomickým hodnocením nezastavěného prostoru a dále čerpá z poznatků českých výzkumných projektů. Cílem disertační práce je posouzení možných podob sídlištní struktury, jejich nákladů a přínosů pomocí cost-benefit analýzy, která využívá data z dotazníkového šetření zjišťující preference obyvatel sídliště. Úpravy zároveň vychází z Katalogů zásahů na sídlištích, který je souborem nejčastěji prováděných úprav a zásahů na sídlištích v zahraničí. Výsledkem je kvalitativní a ekonomické hodnocení současného stavu a upravené struktury podle prověřovací studie sídliště v Praze-Modřany, která také vychází z principů komplexních i dílčích úprav sídlišť realizovaných v zahraničí. Porovnání tří modelových příkladů zástavbových „bloků“ ukazuje možnosti kvalitativního a ekonomického hodnocení sídlišť v českém prostředí

The doctoral thesis discusses the topic of modernist housing estates. In the Czech Republic approximately one third of the population lives in housing estates. In Prague and larger cities the proportion is even higher and reaches 40%. The quality of the living environment of the urban structure of modernist housing estates and its future development affects a large part of the population. The housing estates were predominantly built as larger residential mono-functional areas with multi-storey buildings and wider open space between them. The extensive public space of the housing estate structure usually occupies approximately 70 % of it and considerable public expenditure is allocated to its maintenance and management. Compared to other urban structures, housing estates have higher management and maintenance costs for such a large area while at the same time showing signs of lower perceived quality. This open space around buildings is the key to the future development of the urban structure of modernist housing estates, which may face increasing demands on housing standards, social and demographic changes and the demands of sustainable settlement development. The doctoral thesis is based on foreign approaches and research on housing estates, together with qualitative and economic valuation of open space around buildings, and also draws on the findings of Czech research projects. The aim of the thesis is to analyse the possible forms of housing estate structure, their costs and benefits by means of a cost-benefit analysis, which uses data from a questionnaire survey to determine the preferences of the residents of the housing estate. The modifications are also based on the Catalogues of interventions in housing estates, a collection of the most frequently performed modifications and interventions in housing estates in foreign countries. The result is a qualitative and economic valuation of the current state and modified structure according to the verification study of the Prague-Modřany housing estate, which is based on the principles of complex and partial modifications of housing estates implemented abroad. The assessment of three model examples of development "blocks" shows the possibilities of qualitative and economic evaluation of housing estates in the Czech environment.
