Specifika řešení krizové situace vzniklé v důsledku pandemie SARS CoV-2

Abstract

Diplomová práce snázvem „Specifika řešení krizové situace vzniklé v důsledku epidemie SARS CoV-2“, je v teoretické části zaměřena na krizové řízení jako celek. Popisuje současný stav řešené problematiky – právní ukotvení, orgány krizového řízení, základní pojmy apod. Dále popisuje epidemii, kdy je zde uvedena charakteristika onemocnění Covid-19 a rozdělení do jednotlivých fází řešení této epidemie v podmínkách ČR. V praktické části je nejprve provedena analýza nouzových stavů vyhlášených vládou v období let 2002-2017, následně pak analýza fází při řešení covidové krizové situace. Provedené analýzy jsou zaměřeny na identifikaci odlišností řešení krizové situace při epidemii, vydávané dokumenty, činnosti orgánů krizového řízení a složek integrovaného záchranného systému. V druhé části je provedena komparace, ve které jsou posouvaná kritéria rozdělena do tří oblastí. Na základě výsledků zanalýz a komparací jsou navržena opatření pro zdokonalení připravenosti České republiky na krizové situace způsobené hromadnou nákazou osob.

Diploma thesis with the title " The specifics of resolving the crisis situation caused by the SARS CoV-2 pandemic", the theoretical part is focused on crisis management as a whole. It describes the current state of the problematics– legal anchoring, crisis management authorities, basic concepts, etc. It also describes the epidemic, the characteristics of the Covid-19 disease and the division into individual phases of the solution to this epidemic in the conditions of the Czech Republic are presented here. In the practical part, an analysis of states of emergency declared by the government in the period 2002-2017 is first performed, followed by an analysis of the phases in solving the covid crisis situation. The performed analyzes are aimed at identifying the differences in the solution to the crisis situation during the epidemic, the issued documents, the activities of the crisis management authorities and the components of the integrated rescue system. In the second part, a comparison is made, in which the criteria are divided into three areas. Based on the results of the analyzes and comparisons, measures are proposed to improve the preparedness of the Czech Republic for crisis situations caused by the mass infection of people.
