Analýza opatření Věznice Ostrov v souvislosti s pandemií SARS-COVID-19

Abstract

Tato diplomová práce se zabývá analýzou činnosti a opatření přijatých Věznicí Ostrov v souvislosti s pandemií onemocnění COVID-19 v období let 2020 až 2022. V teoretické části je popsána základní struktura Věznice Ostrov, její členění, úkoly Vězeňské služby ČR, základní pojmy z oblasti krizového řízení, struktura krizového řízení věznice a právní rámec jejího fungování. Dále jsou zde popsány respirační onemocnění a zejména COVID-19, včetně základních epidemiologických pojmů. Praktická část popisuje výskyt respiračního onemocnění COVID-19 v podmínkách výkonu trestu odnětí svobody Věznice Ostrov. Dále je popsán reálný vývoj epidemiologické situace a samotná činnost Věznice Ostrov vedoucí k zamezení rozšíření nákazy. Pomocí metody SWOT analýza jsou v praktické části hodnoceny jednotlivá opatření, které byly v daném období věznicí přijaty. Na toto dále navazuje identifikace rizik a vývojových scénářů v případě nekontrolovaného šíření onemocnění COVID-19 ve věznici. Na základě výsledků analýzy jsou popsány možné způsoby řešení zamezení značeného šíření infekce mezi vězněné osoby a zaměstnance věznice.

This diploma thesis deals with the analysis of activities and measures adopted by the Ostrov Prison in connection with the COVID-19 pandemic in the period from 2020 to 2022. The theoretical part describes the basic structure of the Ostrov Prison, its divisions, the tasks of the Prison Service of the Czech Republic, basic terms in the field of crisis management, the structure of the prison's crisis management and the legal framework of its operation. Furthermore, respiratory diseases and especially COVID-19 are described here, including basic epidemiological terms. The practical part describes the occurrence of the respiratory disease COVID19 in the conditions of serving a prison sentence at Ostrov Prison. Furthermore, the real development of the epidemiological situation and the activities of the Ostrov prison leading to the prevention of the spread of the disease are described. Using the SWOT analysis method, the practical part evaluates individual measures that were taken by the prison in the given period. This is further followed by the identification of risks and development scenarios in case of an uncontrolled spread of the COVID-19 disease in the prison. Based on the results of the analysis, possible ways of addressing the prevention of significant spread of infection among prisoners and especially prison employees are described.
