Zahrádkářské osady a jejich význam v udržitelném rozvoji území

Abstract

Předmětem této diplomové práce je fenomén zahrádkářských osad a jeho vliv na území. Zahrádkaření je zákonem považováno za veřejně prospěšnou činnost a jeho obliba stále stoupá. Jedním z faktorů atraktivity zahrádkaření je i to, že řada majitelů zahrad v zahrádkářských osadách vidí možnost využívání doprovodných zahradních staveb jako staveb pro bydlení. Způsob využití území zahrádkářských osad, který je na pomezí přírodních a zastavěných ploch, má významný vliv na své okolí. Je proto žádoucí vhodně regulovat způsob využití takového území. V územních plánech je však regulace mnohdy nedostatečná. Diplomová práce je rozdělena na analytickou a návrhovou část. V analytické části je popsána dostupná teoretická základna této problematiky, dále je zde rozebráno, jakým způsobem na tento fenomén a území reaguje legislativa a jsou zde shromážděny konkrétní informace o vybraných zahrádkářských osadách. Na základě zjištěných informací jsou v návrhové části navrženy různé možnosti optimální regulace zahrádkářských osad. Jednotlivé možnosti regulace osad zohledňují jejich specifika a zároveň zajišťují ochranu tohoto území.

The subject of this thesis is the phenomenon of garden settlements and its impact on the territory. Gardening is considered by law to be a public utility activity and its popularity is increasing. One of the factors for the attractiveness of gardening is that many garden owners in the allotments see the possibility of using the accompanying garden buildings as housing opportunities. The land use pattern of allotments, which is on the edge of natural and built-up areas, has a significant impact on its surroundings. It is therefore desirable to regulate the use of such land appropriately. The regulation is however often inadequate in land-use plans. The thesis is divided into an analytical and a design part. The analytical part describes the available theoretical basis of this issue, it also discusses the reaction of the legislation to this phenomenon and territory and it gathers specific information about selected garden settlements. Based on the information found, various options for the optimal regulation of garden settlements are proposed in the design section. The different options for regulating the settlements acknowledge their specific characteristics and at the same time ensure the protection and stability of the area.
