Analýza úrovně ochrany kritické infrastruktury Karlovarského kraje v oblasti zdravotnictví

Abstract

Ve své práci se zabývám úrovní ochrany kritické infrastruktury (KI) v oblasti zdravotnictví v Karlovarském kraji a aktuálně nastavenými podmínkami pro určování prvků kritické infrastruktury Ministerstvem zdravotnictví. V teoretické části se zaobírám obecnou potřebou ochrany důležitých objektů, představuji hlavní zákony, vyhlášky a pojmy v oblasti krizové legislativy. Dále představuji krizovou připravenost zdravotnictví v České republice, její aktuální strukturu a předpoklady budoucího vývoje. V praktické části zkoumám reálný stav ochrany KI v Karlovarském kraji na základě podkladů získaných z jednotlivých odborů krajského úřadu a Hasičského záchranného sboru Karlovarského kraje. Analyzuji vybrané části krizového plánu kraje a další dokumenty, s oslovenými odborníky provádím strukturovaný rozhovor na téma ochrany KI. Na základě těchto podkladů sestavuji SWOT analýzu. Jedním z výstupů je analytické zhodnocení ochrany KI v Karlovarském kraji a druhým výstupem jsou nové návrhy na průřezová a odvětvová kritéria ve zdravotnictví a tím i potenciálně přesnější stanovení prvků kritické infrastruktury.

In this work, I deal with the level of protection of the critical infrastructure (CI) in the healthcare field in the Karlovy Vary region and the currently set conditions for the identification of critical infrastructure elements by the Ministry of Health. In the theoretical part, I deal with the general need to protect important objects, I present the main laws, decrees, and concepts in the field of crisis legislation. I also introduce the crisis preparedness of healthcare in the Czech Republic, its current structure, and assumptions of future development. In the practical part, I examine the real state of CI protection in the Karlovy Vary region based on documents obtained from individual departments of the regional authority and the Fire and Rescue Service of the Karlovy Vary Region. I analyze selected parts of the crisis plan of the region and other documents; I conduct a structured interview with the addressed experts on the topic of CI protection. Based on these documents there is compiled a SWOT analysis. One of the outputs is an analytical evaluation of CI protection in the Karlovy Vary region and the other output is new cross-sectional proposals and sectoral criteria in health care and thus potentially more precise identification of critical infrastructure elements.
