Společná cvičení složek IZS v rámci přípravy na zdolávání mimořádných událostí

Abstract

Bakalářská práce se věnuje problematice přípravy složek IZS v rámci typových činností, kdy odráží schopnost aplikace teoretické metodiky v praktickém společném výcviku základních složek IZS. V teoretické části práce je popsána historie potřeby vzniku IZS a legislativní opora. Dále jsou základním způsobem popsány jednotlivé složky a způsob jejich vnitřní organizace. Tato práce je dále zaměřena na nezbytnost provádění společného výcviku složek IZS. Praktická část práce je zpracována jako analýza dané problematiky s využitím kvantitativního výzkumu realizovaného formou dotazníkového šetření, kdy bylo pro tyto účely osloveno jedno sto respondentů. Rozličná skladba respondentů zaručila dotazníkovému šetření relevantní vypovídající hodnotu. Z výsledků dotazníkového šetření vyplývá potřeba změny koncepce přípravy složek IZS před realizací prověřovacích cvičení, kdy tato práce navrhuje zjednodušený koncept výcviků, jenž by vedl ke značnému zefektivnění praktické přípravy složek IZS pro následné společné zdolávání mimořádných událostí. Vzhledem k minimálnímu počtu reálně prováděných společných cvičení a nízké edukaci zasahujících je dále předložen návrh teoretické přípravy, obsahující činnost školení v rámci teoretické přípravy.

The bachelor's thesis deals with the preparation of individual components of the IZS, within the standard activities, which reflects the ability to apply theoretical methodology in the practical joint training of the basic components of the IRS. The theoretical part of the thesis briefly describes the history of the need for IRS and its legislative support. Furthermore, the individual components and the way of their internal organization are descripted in a basic way. This work is further focused on the need to conduct joint training of IZS units, the structure and process of planning exercises, as well as the outputs from them. The practical part of the work is processed as an analysis of the issue with the use of quantitative research carried out in the form of a questionnaire survey, where one hundred respondents were addressed for these purposes, where different composition of respondents guaranteed the questionnaire survey relevant informative value. The results of the questionnaire survey show a clear need to change the concept of preparation of IZS units before the implementation of screening exercises, when this work proposes a simplified three-phase training concept, which would lead to significant streamlining of practical training of IZS units for subsequent joint emergency management. Due to the minimum number of actually implemented joint exercises and low education of those involved, a systematic training plan is proposed, simultaneously containing a three-phase system, in one-phase theoretical training and two-phase practical training in tactical and verification exercises, repeated at recommended intervals.
