Analýza letištního pohotovostního plánu Letiště Ostrava a návrh doporučeného postupu při příletu letadla s osobou s vysoce nakažlivou nemocí

Abstract

Tématem diplomové práce je zhodnotit aktuální připravenost Letiště Ostrava na přílet letadla s výskytem vysoce nakažlivé nemoci na palubě. Cílem je identifikovat nejvýznamnější faktory, které tuto připravenost ovlivňují a navrhnout opatření, která by vedla k minimalizaci rizik a k efektivnímu řízení celého zásahu. Teoretická část práce poskytuje souhrnné informace týkající se problematiky vysoce nakažlivých nemocí a řešení událostí s jejich výskytem v podmínkách České republiky. Pro komplexní pochopení problematiky je také popsán systém přípravy letišť na zvládání mimořádných událostí formou pohotovostního plánování. Pro zhodnocení připravenosti letiště je v praktické části využita SWOT analýza, a u vybraných identifikovaných faktorů je poté stanovena míra tolerance rizik metodou Risk Assesment Codes. Pro vyhodnocení jedné z hypotéz je následně provedena komparace letištního pohotovostního plánu s doporučenou metodikou pro tvorbu těchto dokumentů. Z provedených analýz vyplynulo, že Letiště Ostrava v současné době není připraveno na řešení události s výskytem vysoce nakažlivé nemoci na palubě letadla. Byla proto navržena technická a organizační opatření, která by měla napomoci ke zvýšení připravenosti letiště a lepšímu zvládání řešení takovýchto událostí. Pro zefektivnění řízení a usnadnění rozhodovacího procesu byla navržena možná podoba pomůcky velitele zásahu a zásahové karty, která by měla být součástí letištního pohotovostního plánu.

The topic of the diploma thesis is to evaluate the current readiness of Ostrava Airport for the arrival of an aircraft with a highly contagious disease on board. The aim is to identify the most important factors that affect this preparedness and to propose measures that would lead to the minimization of risks and to the effective management of the entire intervention. The theoretical part of the thesis provides summary information concerning the issue of highly contagious diseases and the solution of events with their occurrence in the conditions of the Czech Republic. For a comprehensive understanding of the issue, a system for preparing airports for emergency management in the form of contingency planning is also described. A SWOT analysis is used in the practical part to assess the readiness of the airport, and the degree of risk tolerance is then determined for the selected identified factors using the Risk Assesment Codes method. To evaluate one of the hypotheses, a comparison of the airport contingency plan with the recommended methodology for the creation of these documents is then performed. The analyzes showed that Ostrava Airport is currently not ready to deal with an event with a highly contagious disease on board the aircraft. Therefore, technical and organizational measures have been proposed to help increase airport preparedness and better manage such incidents. To streamline the management and facilitate the decision-making process, a possible form of assistance from the intervention commander and an intervention card has been proposed, which should be part of the airport contingency plan.
