Úkoly a působnost Záchranného útvaru HZS ČR ve vztahu k Analýze hrozeb pro Českou republiku

Abstract

Předmětem diplomové práce bude posouzení stávajících úkolů a působnosti Záchranného útvaru Hasičského záchranného sboru České republiky (dále jen ,,záchranný útvar") ve vztahu k vybraným rizikům identifikovaným v Analýze hrozeb pro ČR. V teoretické části budou popsány základní právní předpisy a další dokumenty pro sledovanou oblast, stejně tak jako budou vymezeny základní pojmy. Dále bude popsána podrobná charakteristika záchranného útvaru. V praktické části bude s využitím analytických metod provedeno zhodnocení činnosti záchranného útvaru při řešení mimořádných událostí a krizových situací, zaměřené zejména na jeho dislokaci, vybavení technikou a věcnými prostředky, personální zajištění a celkovou akceschopnost útvaru. Dále bude provedeno porovnání vybavení záchranného útvaru s věcnými prostředky v pohotovostních zásobách vytvářených v rámci státních hmotných rezerv. Výsledkem práce bude, mimo jiné, návrh systémových opatření, která bude potřeba realizovat v podmínkách záchranného útvaru k dosažení vyšší bezpečnosti občanů ČR.

The subject of my diploma thesis is to assess current tasks and competence of Rescue Section of the Fire and Rescue Service of the Czech Republic (hereafter "Rescue Section") in relation to selected risks which are identified in the Analysis of Threats for the Czech Republic. In my theoretical part, I will describe basic legislation and other documents for the monitored area, equally I will define fundamental concepts. Then, I will describe detailed characterization of Rescue Section. In my practical part, I will perform the evaluation of activities of the Rescue Section in dealing extraordinary events and critical situations, focusing on its deployment, technical equipment and material means, staffing, and overall capabality of action of the section. Furthermore, I will perform a comparison of equipment of the Rescue Section with material means in emergency stocks, which are created within the framework of state material reserves. The outcome of my diploma thesis, apart from other things, will be a suggestion of systemic measures, which will be needed to implement in conditions of Rescue Section to achieve greater security for the citizens in the Czech Republic.
