Zvýšení akceschopnosti Záchranného útvaru Hasičského záchranného sboru České republiky

Abstract

Cílem diplomové práce bude analyzovat vybrané činnosti výjezdových hasičů Záchranného útvaru Hasičského záchranného sboru České republiky (dále jen ,,Záchranný útvar") v jeho dosavadní působnosti. V teoretická část bude obsahovat seznámení s činností Záchranného útvaru, začlenění v sytému Hasičského záchranného sboru a předurčení k řešení mimořádných událostí a vysvětlení základních pojmů ,,zásah" a ,,činnosti" záchranného útvaru. Na základě sběru dat za poslední tři roky působnosti bude vytvořen sumarizovaný přehled doby výjezdů a dojezdů jednotek Záchranného útvaru na vybrané mimořádné události, rozdělení techniky dle doby přípravy k výjezdu na zásah. Tyto faktory budou následně důležitým ukazatelem k dalšímu zefektivnění operační hodnoty Záchranného útvaru. V praktické části budou na základě SWOT analýzy a získaných dat navržena opatření k zefektivnění operační hodnoty jednotek Záchranného útvaru HZS ČR. Jeden z výstupů práce bude možný návrh přechodu z nerovnoměrného režimu výkonu služby na režim směnný. Rovněž bude provedena částečná analýza finančních, organizačních a technických dopadů na proveditelnost změny režimu výkonu služby ve vztahu k zachování zabezpečení plnění úkolů jednotek Záchranného útvaru.

The goal of my diploma thesis is to analyze selected activities of outgoing firefighters of Rescue Section of the Fire and Rescue Service of the Czech Republic (hereafter "Rescue Section") in its current competence. In my theoretical part I will introduce activities of the Rescue Section, integration into the system of the Fire and Rescue Service, and predetermination to deal with extraordinary events. I will explain basic terms for example "intervention" and "activities" of the Rescue Section. Based on collection of data for the last three years of my operation, I will create summarized outline of the time of departures and arrivals of the Rescue Section units at the selected extraordinary events. Furthermore, I will create distribution of equipment according to the time of preparation for departure to the intervention, which will be an important indicator for further possible improvement of the operational value of the Rescue Section. In my practical part, with the help of SWOT analysis and obtained data, there will be suggested measures to improve the operational value of the units of the Rescue Section of the Fire and Rescue Service of the Czech Republic. One of the outputs of my thesis will be a possible suggestion of transition from unequal service performance mode to the shift work. I will make partial analysis of the financial, organizational, and technical impacts to the viability of change the regime service performance in relation to maintaining the security of the tasks of the Rescue Section units.
