Diference ve zpracování dokumentace zdolávání požáru

Abstract

Předmětem práce je problematika zpracování a schvalování dokumentace zdolávání požáru. Cílem je prozkoumat a vyhodnotit zmíněnou problematiku a potvrdit či vyvrátit tři stanovené hypotézy. V teoretické části je v první řadě zmiňována příslušná legislativa týkající se uvedené problematiky. Dalším bodem je definování povinnosti zpracovávat dokumentaci zdolávání požáru, náležitosti týkající se zpracovatele dokumentace zdolávání požáru a definování státního požárního dozoru vykonávajícího státní správu na úseku požární ochrany. Závěr teoretické části popisuje, jaké jsou formální a obsahové náležitosti dokumentace zdolávání požáru a proces jejího schvalování a připomínkování. Praktická část diplomové práce na svém začátku obsahuje popis metodik, které budou využity k následnému šetření. Na tuto část navazuje první šetření prováděné pomocí strukturovaných rozhovorů směřujících k potvrzení první hypotézy. Šetření tak prokázalo, že diference ve zpracování dokumentace zdolávání požáru existují. Druhé šetření proběhlo pomocí obsahové analýzy schvalovaných dokumentací zdolávání požáru směřující k vydefinování chyb a k jejich následné komparaci s metodikou k vypracování dokumentace zdolávání požáru. Toto šetření vyvrátilo druhou hypotézu, že se chyby vyskytují většinou v grafické části dokumentace zdolávání požáru. Poslední šetření řešilo laickou právní analýzu dotčených legislativních dokumentů, k potvrzení tvrzení třetí hypotézy, že legislativní ukotvení metodického návodu k vypracování dokumentace zdolávání požáru je nedostatečné. Hypotéza byla šetřením potvrzena. Poslední část práce je věnována diskusi výsledků šetření především s praktickým dopadem chybovosti v předkládaných dokumentacích zdolávání požáru pro použití této dokumentace při zásahu jednotek požární ochrany

The subject matter of this thesis are the issues surrounding the preparation and approval of what is known as a fire response documentation. The objective was to analyze and assess the issue and confirm or refute three hypotheses. The theoretical part sets out with an overview of the relevant legislation concerning the issue at hand, followed by a definition of the duty to draw up a fire response documentation, the requirements which must be fulfilled by the authors of such documentation, and an outline of the State Fire Supervision, i.e., the government authority which exercises oversight over the area of fire prevention and mitigation. The theoretical part closes with a description of the requirements, both in terms of form and substance, imposed on the fire response documentation, and of the commenting and approval process for such documentation. The practical part of the diploma thesis opens by describing the methodologies used in the subsequent survey, followed by the first survey which was conducted using structured interviews and which sought to confirm the first hypothesis. It was found that differences in the approach to preparing a fire response documentation do indeed exist. The second survey was based on a content analysis of existing (approved) fire response documentations and is aimed at identifying mistakes and shortcomings and comparing them to the methodology for preparing fire response documentations. This survey refuted the second hypothesis that such mistakes occur for the most part in the graphical part of the fire response documentation. The final survey was concerned with a layperson's legal analysis of the relevant laws and legal regulations, in order to confirm the third hypothesis which posits that the methodological instructions for preparing fire response documentations are incorporated into current legislation in an insufficient manner. This hypothesis was confirmed by the survey. The final part of the thesis is devoted to a discussion of the results of these surveys, with a particular view to the practical consequences of the imperfections found in the presented fire response documentations for the use of such documentations in the actual deployment of fire-fighting units.
