Připravenost vybraných oblastí kritické infrastruktury na pandemii

Abstract

Problematikou, jíž se tato diplomová práce zabývá, je analýza připravenosti vybraných oblastí kritické infrastruktury na šíření infekčního onemocnění v duchu pandemie SARS-CoV-2. V teoretické části vymezuje související legislativním rámec právního řádu České republiky, příslušnou terminologii a poznatky z oblasti ochrany obyvatelstva vztahující se k zadání diplomové práce. Posléze se detailněji věnuje kritické infrastruktuře a vybraným oblastem, na které má šíření infekčního onemocnění zásadní vliv, a to zejména Hasičskému záchrannému sboru České republiky, a Zdravotnické záchranné službě. V závěru teoretické části se věnuje minulý pandemiím SARS-CoV, MERS-CoV, a současné pandemii SARS-CoV-2. Stěžejním bodem praktické části je porovnání připravenosti nouzových služeb na pandemii. Konkrétně se jedná o HZS Středočeského kraje a ZZS Plzeňského kraje, přičemž je s pomocí multikriteriální analýzy zhodnocena připravenost na pandemii, zvládnutí pandemie proběhlé, a navržení zlepšení pro pandemie budoucí. Ačkoliv Česká republika nikdy dříve nezažila pandemii rozsahu SARS-CoV-2, tak tato práce ukazuje že HZS i ZZS jsou vysoce a kvalitně připraveny i na takovéto hrozby celosvětového rozsahu.

The issue addressed in this thesis is the analysis of the preparedness of selected areas of critical infrastructure for the spread of infectious disease similar to the SARS-CoV-2 pandemic. The theoretical part defines the related legislative framework of the legal system of the Czech Republic, relevant terminology and knowledge from the field of public protection related to the assignment of the thesis. Later on, it focuses in detail on critical infrastructure and selected areas that are affected by the spread of the infectious disease, in particular the Fire Rescue Service of the Czech Republic and the Medical Rescue Service. The conclusion of the theoretical part deals with the past pandemics SARS-CoV, MERS-CoV and the current pandemic SARS-CoV-2. The focal point of the practical part is the comparison of emergency services' preparedness for a pandemic. Specifically, it concerns the Fire Rescue Service of the Central Bohemian Region and the Medical Rescue Service of the Pilsen Region, using a multicriteria analysis to assess the preparedness for a pandemic, coping with the pandemic that has taken place, and suggesting improvements for future pandemics. Although the Czech Republic has never before experienced a pandemic of the SARS-CoV-2 scale, this work shows that both the Fire Rescue Service and the Medical Rescue Service are highly and very well prepared for such a threat of global scale.
