Koncepce logistického zajištění mezinárodních záchranných odřadů HZS Moravskoslezského kraje

Abstract

Předložená diplomová práce se věnuje mezinárodním záchranným týmům, tzv. odřadům, které vytváří Hasičský záchranný sbor Moravskoslezského kraje jako systémovou součást odřadů Hasičského záchranného sboru České republiky, tvořící v rámci mechanismu civilní ochrany Evropské unie jeden ze základních nástrojů pomoci v případě humanitárních katastrof. Obsah práce je zaměřen na logistickou složku záchranných odřadů, jejich personální a technické zajištění, neopomenutelné logistické procedury a především návrh systémové koncepce logistického zabezpečení v podobě jasně definovaných metodických postupů ve fázi aktivace vybraných záchranných odřadů. Úvodní část práce se zabývá teoretickým popisem systému poskytování humanitární pomoci v globálním i národním měřítku, ve vazbě na základní principy, metody a legislativní předpisy při poskytování humanitární pomoci do zahraničí. Charakterizovány jsou jednotlivé typy záchranných odřadů HZS MSK, popsán je mechanismus nasazení či dílčí potřeby jejich logistického zabezpečení. Praktická část práce je věnována analýze a komparaci vybraných zahraničních záchranných týmů ve vztahu k jejich logistické složce. Aktuální stav logistického zabezpečení odřadů HZS MSK je zhodnocen v rámci SWOT analýzy, z jejichž výsledků vychází návrh univerzálních metodických postupů zajišťujících nezbytné logistické potřeby zvoleného typu odřadu. Závěr práce popisuje dosažené výsledky a stanovuje nová doporučení v rámci řešené problematiky záchranných odřadů.

This diploma thesis deals with international rescue teams, so-called detachments, which are created by the Fire and Rescue Service of the Moravian-Silesian Region as a systemic part of the detachments of the Fire and Rescue Service of the Czech Republic forming one of the basic instruments for assisting in the event of humanitarian disasters under the European Union Civil Protection Mechanism. The content of the thesis is focused on the logistical component of rescue detachments, their personnel and technical support, significant logistical procedures and especially the suggestion of the system concept of logistical support in the form of clearly defined methodological procedures in the activation phase of selected rescue detachments. The introduction part of the thesis deals with a theoretical description of the system of providing humanitarian aid on a global and national scale, in relation to the basic principles, methods and legislative regulations in providing humanitarian aid abroad. Individual types of rescue detachments of HZS MSK are characterized, the mechanism of deployment or partial needs of their logistical support are described. The practical part of the work is devoted to the analysis and comparison of selected foreign rescue teams in relation to their logistics component. The current state of logistical support of MSK HZS detachments is evaluated within the SWOT analysis, the results of which are the basis of the proposal of universal methodological procedures ensuring the necessary logistical needs of the selected type of detachment. The conclusion of the thesis describes the achieved results and sets new recommendations within the solved problem of rescue detachments.
