Krizová komunikace mezi složkami integrovaného záchranného systému u mimořádné události s únikem nebezpečné látky s velkým počtem zraněných

Abstract

Předmětem této diplomové práce je především analýza události z 19. 11. 2019, kdy došlo k výbuchu a požáru neznámých nebezpečných látek ve firmě Purum v Libereckém kraji. Teoretická část pojednává o krizové a rádiové komunikaci mezi složkami integrovaného záchranného systému, o jednotlivých způsobech komunikace na místě zásahu, a také o společnosti Purum a o konkrétní mimořádné události z listopadu roku 2019. Praktická část se zaměřuje na analýzu události. Tato část práce se zabývá problematikou komunikace na místě zásahu z pohledu zasahujících členů integrovaného záchranného systému za pomocí rozhovorů. Výsledky této práce jsou prezentovány a interpretovány za pomoci obsahové analýzy, multikriteriální analýzy, evaluace a dalších metod. Na základě výsledků těchto metod bude navržen metodický list pro efektivnější komunikaci mezi složkami integrovaného záchranného systému na místě události s únikem nebezpečné látky a velkým počtem zraněných.

The Diploma thesis fundamentally addresses an analysis of the emergency from the 19th of November, 2019, concerning an explosion and fire of the unknown hazardous substances in the company Purum in Liberec region. The theoretical section comprises descriptions of the emergency and radio communication among the agencies of the integrated rescue system, of individual means of communication on the site of an emergency, and also of the company Purum and the actual emergency from November, 2019. The Practical section analyses the emergency and deals with the issue of communication on the site of the emergency from the perspective of intervening members of the integrated rescue system. The analysis is performed on the basis of interviews. The outcomes of the thesis are presented and interpreted through a content analysis, multicriteria analysis, evaluation and further methods. These outcomes serve as the basis of proposal of methodology sheet for more effective communication among the agencies of the integrated rescue system on the site of an emergency concerning a leak of dangerous substance and multiple casualties.
