Analýza připravenosti vybraných lůžkových zdravotnických zařízení na řešení epidemie

Abstract

Tato diplomová práce se zabývá analýzou připravenosti vybraných lůžkových zdravotnických zařízení na řešení epidemie, což je zároveň i název práce. V teoretické části práce jsme se zabývali specifikací epidemie COVID-19 a jejím vyústěním v pandemii. K tomu, aby bylo šíření viru zpomaleno nebo dokonce zastaveno je nutno znát základní mechanizmy šíření nemoci a všechna ochranná opatření. Dále jsme se zde věnovali krizové připravenosti zdravotnických lůžkových zařízení po legislativní stránce věci, protože nemocnice musí být na tyto situace připraveny a měly by mít dokonale zpracovány pandemické plány. V praktické části jsme zkoumali konkrétní připravenost tří vybraných lůžkových zdravotnických zařízení Oblastní nemocnice Kladno, Příbram a Nemocnice Rudolfa a Stefanie Benešov. Pomocí řízeného rozhovoru s krizovými manažery těchto zařízení jsme získali potřebná data vztahující se k jarní pandemii koronaviru. Výsledkem šetření jsme získali také odpovědi na tři stanovené hypotézy týkající se nedostatku OOPP, včasné aktivace krizového štábu a nedostatku zdravotnického personálu. Z nichž se nám první dvě potvrdily a poslední nikoliv. Dále jsme na základě odpovědí zpracovali SWOT analýzu a vyhodnotili slabé a silné stránky nemocnic. Tím došlo k naplnění cíle naší práce. Došli jsme k závěru, že všechny tři nemocnice byly dostatečně připraveny na vznik pandemie, nikoliv však na její rozsah a délku, jak se později ukázalo v celosvětovém měřítku.

This diploma thesis deals with the analysis of the readiness of selected inpatient medical facilities to deal with the epidemic, which is also the title of the work. In the theoretical part of the work, I dealt with the specification of the COVID-19 epidemic and its outcome in a pandemic. In order to slow or even stop the spread of the virus, it is necessary to know the basic mechanisms of the spread of the disease and all the protective measures. I also dealt here with the crisis preparedness of inpatient facilities in terms of legislation, because hospitals must be prepared for these situations and should have perfectly developed pandemic plans. In the practical part, I examined the specific readiness of three selected inpatient medical facilities of the Regional Hospital Kladno, Příbram and the Hospital of Rudolf and Stefanie Benešov. Through a controlled interview with the crisis managers of these facilities, I obtained the necessary data related to the spring coronavirus pandemic. As a result of the survey, I also obtained answers to three established hypotheses concerning the lack of PPE, timely activation of the crisis staff and the lack of medical staff. Of which the first two have been confirmed and the last not. Furthermore, based on the answers, I prepared a SWOT analysis and evaluated the strengths and weaknesses of hospitals. This fulfilled the goal of our work. I concluded that all three hospitals were sufficiently prepared for a pandemic, but not for its scale and duration, as was later demonstrated worldwide.
