Analýza činnosti jednotek požární ochrany při mimořádných událostech vyžadující provedení záchranných a likvidačních prací pod vodní hladinou

Abstract

Diplomová práce analyzuje činnost jednotek požární ochrany provádějících záchranné a likvidační práce pod vodní hladinou. Práce je zaměřena na rozbor stavu potápěčských skupin HZS České republiky, v oblasti legislativy, organizace výcviku, zdravotní prevence potápěčů, sil a prostředků. Teoretická část práce se v nezbytně nutném rozsahu zabývá vyvezením pojmů a zákonitostí souvisejících s činností těchto složek v hyperbarickém prostředí. Činnost a rozmístění potápěčských skupin HZS České republiky má významný vliv na efektivní řešení různých druhů mimořádných událostí vyžadující provádění záchranných a likvidačních prací pod vodní hladinou při různých typech zásahů. Mimořádné události technického charakteru s kontaminací vodního prostředí mohou být velkou hrozbou pro životní prostředí. Zdrojem vzniku těchto událostí mohou být havárie plavidel, technické havárie vodních děl, povodně, a v neposlední řadě i teroristické útoky. Rychlý a efektivní zásah potápěčských skupin může významně snížit dopady na životy, zdraví obyvatel a životní prostředí. Potápěči jsou vystaveni extrémní podmínkám, zasahují v nulové viditelnosti, v extrémně studené vodě, v kontaminovaném vodním prostředí nebo jsou vystaveni velké psychické zátěži při vyhledávání pohřešovaných osob a vyzvedávání utonulých. To vše klade velké nároky na technické vybavení, odborný výcvik a jejich fyzickou i psychickou odolnost. Praktická část definuje rozmístění potápěčských skupin HZS České republiky, současné rozdělení opěrných bodů, legislativ, definování nejčastějších typů zásahů, zdravotní prevenci potápěčů, analyzuje výcvik a jejich technické a materiální zabezpečení. Cílem práce je získání přehledu o současném stavu potápěčských činností u Hasičského záchranného sboru České republiky, stanovení potencionálně nejvýznamnějších zdrojů rizik pro zasahující potápěče a navržení doporučení pro praxi. Pro získání informací a uceleného náhledu, byla zvolena metoda sběru, studia a analýzy interních dokumentů, odborné a tematické literatury v oblasti hyperbarické medicíny a dotazování odborníků z řad Hasičského záchranného sboru České republiky.

This diploma thesis analyses the activities of fire rescue units performing underwater rescue and clean-up operations. The paper focuses on an analysis of the state of Czech Fire Rescue Service diving teams in terms of legislation, training, divers' occupational health and safety, their forces and resources. The theoretical part of the thesis deals with the definition of concepts and legalities relating to the activities of these units in a hyperbaric environment. The activity and distribution of Fire Rescue Service diving teams has a major impact on their effective response to different types of emergencies requiring underwater rescue and clean-up operations during various types of incidents. Emergencies of a technical nature resulting in water contamination can pose a major threat to the environment. These incidents can be the result of shipping accidents, technical emergencies at waterworks, floods, but also terrorist attacks. A rapid and effective response by diving teams can significantly reduce the impact on people's lives, public health and the environment. Divers are exposed to extreme conditions, they must operate in zero visibility, extremely cold water, work in a contaminated water environment or they are exposed to extreme psychological stress when searching for missing persons and drowning victims. All this places enormous demands on technical equipment, professional training and their physical and mental endurance. The practical part of the thesis examines the location of Fire Rescue Service diving teams, the current distribution of support points, legislation, defining the most common types of emergency incidents, divers' occupational health and safety, and an analysis of their training and technical and material resources. The aim of the thesis is to obtain a comprehensive view of the current state of diving activities in the Fire Rescue Service of the Czech Republic, to determine the potentially greatest sources of risk to rescue divers and to make recommendations to put in practice. The method chosen to obtain information and gain an overview of this issue was the collection, study and analysis of internal documents, professional and thematic literature in the field of hyperbaric medicine and interviewing experts from the Fire Rescue Service of the Czech Republic.
