Management rizik dlouhodobého blackoutu v podmínkách Ostravy - Hrabůvky z pozice Policie České republiky

Abstract

Cílem předložené diplomové práce je management rizik dlouhodobého blackoutu v podmínkách Ostravy-Hrabůvky z pohledu Policie České republiky. Předmětná práce ve své teoretické části definuje cíle práce a stanovené hypotézy, přehled současného stavu, bezpečnostní systém České republiky i základní identifikaci blackoutu. Dále je prezentována metodika tvorby práce. Pomocí kombinace výzkumných metod jsou analyzovány bezpečnostní rizika reálných blackoutů a je provedena jejich komparace s českým prostředím. Výsledkem je analýza ohrožení bezpečnosti a analýza prevence a připravenosti na zajištění bezpečnosti v Moravskoslezském kraji při dlouhodobém blackoutu. Na závěr práce je rozsáhlá diskuze přinášející návrhy autora pro snížení vlivu blackoutu na bezpečnost z pohledu policistů obvodního oddělení Ostrava-Hrabůvka.

The aim of the submitted diploma thesis is the risk management of long-term blackout in the conditions of Ostrava-Hrabůvka from the point of view of the Police of the Czech Republic. The theoretical part of the thesis defines the objectives of the thesis and the established hypotheses, an overview of the current state, the security system of the Czech Republic and the basic identification of blackout. Furthermore, the methodology of work creation is presented. Using a combination of research methods, the security risks of real blackouts are analyzed and compared with the Czech environment. The result is an analysis of security threats and an analysis of prevention and preparedness to ensure security in the Moravian-Silesian Region during a long-term blackout. At the end of the work is an extensive discussion bringing the author's proposals to reduce the impact of blackout on security from the perspective of police officers of the Ostrava-Hrabůvka district.
