Protipovodňová ochrana Spolany s.r.o. z pohledu chemické havárie

Abstract

Diplomová práce se věnuje rizikům spojeným s povodněmi v podniku Spolana s.r.o., a to především v souvislosti s chemickým haváriemi a jejich dopady na civilní obyvatelstvo. V teoretické části uvádí zejména právní rámec řešené problematiky a základní informace o samotné společnosti, které se práce věnuje. Pro dosažení cílů diplomové práce jsou v praktické části použity dvě analytické metody. Pomocí brainwiritingové analýzy jsou vytipovány povodněmi zranitelná technologická zařízení, jejichž poškození může způsobit vznik závažné chemické havárie. Dopady možných havárií jsou stanoveny prostřednictvím softwarového programu Aloha. Analytická metoda SWOT je použita pro vyhodnocení dosavadní protipovodňové ochrany ve Spolana s.r.o. z pohledu bezpečnosti, přičemž na základě zjištěných skutečností jsou v praktické části navržena nová bezpečnostní opatření pro omezení negativního působení povodní. Z dosažených výsledků práce vyplývá, že současná protipovodňová ochrana společnosti je na hranici dostatečnosti a nově navržená bezpečnostní opatření mohou více posílit její protipovodňovou ochranu.

This diploma thesis deals with the risks associated with floods in the company Spolana s.r.o., mainly in relation to chemical accidents and impacts thereof on the population. Theoretical part mainly presents the legal framework related to this issue and the basic information about the company itself. To achieve the goals of the diploma thesis, two analytical methods are used in the practical part. Brainwiriting analysis identifies flood-vulnerable technical devices that can cause a serious chemical accident if damaged. The effects of potential accidents are determined by the Aloha software program. The analytical SWOT method is used to evaluate the existing flood protection in Spolana s.r.o. from the safety point of view. On the basis of these findings, new safety measures are proposed in the practical part of this thesis to reduce the negative effects of floods. The results achieved by this thesis demonstrate that the current flood protection in the company is on the verge of sufficiency and the newly proposed safety measures can further strengthen the flood protection in the company.
