Analýza možností vybudování a použití materiálních základen humanitární pomoci v gesci HZS ČR

Abstract

Obsahem diplomové práce je zhodnocení současného stavu připravenosti a použitelnosti materiálních základen humanitární pomoci (MZHP). V České republice se touto problematikou zabývá prioritně Hasičský záchranný sbor České republiky a dále Armáda České republiky. V teoretické části bude provedena komparace z hlediska kapacit sil a prostředků, časové aktivace, výstavby a provozu. Dále budou zhodnoceny možnosti jejího dalšího využití. V praktické části budou rozebrány možnosti výstavby v reálných podmínkách se zaměřením na vyhledání ideálních prostor, se zhodnocením pozitiv a negativ vybraných lokalit. Zaměříme se také na personální kapacity výstavby a chodu základny dle ,,Metodiky výstavby a provozu materiální základny humanitární pomoc Hasičského záchranného sboru České republiky". Na základě zjištěných dat bude vypracována SWOT analýza s identifikací pozitivních a negativních bodů výstavby MZHP v případech mimořádných událostí. Součástí praktické části bude vyhodnocení hypotéz uvedených v kapitole 2. Výstupem diplomové práce je navržení konkrétních komplexních opatření, která poslouží k všeobecnému rozvoji a modernizaci MZHP. Opatření budou navržena na základě empirických poznatků z literatury, praxe, rozhovorů s odborníky, studia zahraničních zkušeností a provedené SWOT analýzy.

The diploma thesis studies the current situation in the preparedness and usability of humanitarian aid material bases (HAMB). In the Czech Republic this issue is predominantly dealt with by the Fire Rescue Service of the Czech Republic and the Army of the Czech Republic. The theoretical part provides a comparison with regard to the capacity of powers and resources, time activation, construction and operation of material bases. Furthermore, it discusses certain possibilities of their further use. The practical part analyses the possibilities of a base construction in real conditions, focusing on how to find the ideal premises. It evaluates the positive and negative aspects of selected locations. We also discuss the staff capacities related to the construction and operation of a base according to the "Methodology of Construction and Operation of a Humanitarian Aid Material Base of the Fire Rescue Service of the Czech Republic". Based on the data collected, we make a SWOT analysis to identify positive as well as negative aspects of constructing HAMBs in cases of emergency events. The practical part is concluded by evaluating the hypotheses introduced in Chapter 2. The diploma thesis suggests certain complex measures that may be taken to generally develop and modernize the HAMBs. The measures are based on empirical evidence gathered from literature, practice, discussions with experts, studying documents on foreign experience and on the SWOT analysis made.
